Publication: Türkiye’de para politikası uygulamaları ve enflasyon hedeflemesi
Abstract
Bu çalışmanın temel amacı, Türkiye’de 1980 sonrası uygulanan para politikası stratejilerinin, bu stratejiler doğrultusunda kullanılan para politikası araçlarının etkinliğini ve gelişimini araştırmak ve Türkiye’nin enflasyon hedeflemesi rejimine geçiş aşamasında yaşadığı değişimleri genel hatlarıyla açıklamaktır. Bu çerçevede yapılan çalışmanın birinci bölümünde, paranın ekonomi içindeki önemi, temel fonksiyonları, para politikası amaçları ve bu amaçlar doğrultusunda kullanılan para politikası araçları, enflasyon hedeflemesi rejiminin genel çerçevesi, bu yaklaşımın avantajları ve dezavantajları hakkında bilgi verilmiştir. İkinci bölümde, ilk bölümde genel hatlarıyla açıklanan enflasyon hedeflemesi stratejisini uygulayan gelişmiş ve gelişmekte olan ülke örneklerine yer verilmiş, bu yaklaşımı uygulamaları neticesinde aldıkları sonuçlar değerlendirilmiştir. Üçüncü bölümde ise, Türkiye’de 1980 yılı itibariyle uygulanan para politikaları hakkında bilgi verilerek, yıllar itibariyle meydana gelen değişimler gözler önüne serilmiş, son olarak Türkiye’nin enflasyon hedeflemesi rejimine geçiş süreci, bu süreçte özellikle TCMB’nin yaşadığı değişimler, bu yaklaşımın Türkiye’de ne ölçüde başarıya ulaştığı analiz edilmiştir.
The main purpose of this study is to explain the monetary policy strategies applied in Turkey after 1980’s, to investigate the development of monetary policies’ efficiency by means of these strategies used and to clarify the changes that Turkey faced during transition to the inflation targeting regime. In the first chapter of this study, the value of money on economy, its main functions, monetary policy goals, monetary policy tolls used for these goals, the general meaning of inflation targeting regime, this regime’s advantages and disadvantages are explained. In the second chapter, certain developing countries which applied and developed by means of target inflation regime are illustrated and the consequences of this regime are evaluated. In the third chapter, the information is given about the monetary policies applied in Turkey after 1980, the changes occured are evaluated and finally; Turkey’s transition stage to the target inflation regime, the changes that the Central Bank of Turkish Republic has been through and how successful Turkey has been during this stage is clarified.
