Toplumsal hareket tartışmaları bağlamında dünya sosyal forumu

Abstract

II. Dünya Savaşı sonrası yeniden yapılanma sürecine giren dünya ekonomisi toplumsal hareketlerde de yeni boyutları yaratmıştır. Kapitalist sistemin uluslarasılaşma eğilimi, ekonomide yeniden yapılanmanın yarattıkları salt ekonomik değil, toplumların her alanını etkilemiştir. Dünyada yaşanan ekonomik, politik, kültürel dönüşümlerle doğrudan ilgili olan toplumsal hareketler de bu dönemden sonra akademik çalışmalara konu olmaya başlamıştır. Bu dönemden sonra sisteme ait eksik ve hoşnutsuzluklardan çıkan toplumsal hareketler hak temelli hareketler olarak anılmaya başlamıştır. Belirli dönemlerde yoğunluk gösteren hareketleri tarihsel olarak ele alırken kullandıkları eylem biçimleri ve dile getirdikleri talepler doğrultusunda sınıflandırmalar yapılmaktadır. 1968 ile farklı bir boyut kazanan toplumsal hareketler, 1999 ile küresel ölçekte eylem ve etkiye sahip olmuş, talepleri ortaklaştırmıştır. 1999 ile başlayan ekonomik küreselleşmenin yıkımlarına karşı yapılan eylemler, küresel boyutta taleplerin ve mücadelelerin konuşulduğu ortak toplantıların ihtiyacını doğurmuştur. Çalışmada, 1999 ile başlayan eylemler sırasında demokrasi talebinin bir sonucu olarak yapılan sosyal forumların, özelde dünya sosyal forumunun, hareketler açısından etkileri ve önemi ele alınmıştır. Günümüzde devam etmekte olan yerelde ve dünya çapında yapılan sosyal forumlar, hem toplumsal taleplerin hem de mücadelelerin paylaşılması bakımından önemli bir yere sahiptir. After the Second World War, the world economy had gone through a new reconstruction process. Hence this led to the creation of new dimensions in social movements. The internationalization tendency of capitalist system and the results of the reconstruction of economy had affected not only in terms of economy but also every field of the societies. Directly linked to economic, political, cultural transformations throughout the world, social movements have been also started to subject in academic studies. After this period, social movements which are initiated due to defects of the system and people’s dissatisfaction have been referred as rights-based movements. While historically discussing the social movements that are popular in specific periods, they are classified according to the type of protests and their demands. In 1968 the social movements took on a new dimension, by 1999 there have been global demonstrations and these affected globally, so that their demands became common. The demonstrations against the destructions of the economic globalization started by 1999, created a need of common meetings in which the global demands and struggles are discussed. In this study, the social forums that have been started to organize in 1999 demonstrations as a result of democracy demand, particularly the world social forum are discussed in terms of their effects and importance for movements. The social forums that are on going until today and organized locally and globally, occupy an important place for sharing both social demands and struggles.
