Abstract

Avrupa Birliği, Enerji Politikası, Türkiye, Uyum, Enerji Koridoru. ÖZET AVRUPA BİRLİĞİ ENERJİ POLİTİKASI VE TÜRKİYE Ülkelerin ekonomik ve sosyal kalkınmaları için en temel gereksinimlerinden biri enerjidir. Enerji arzının güvenliğini sağlamak, çevreye en az zarar vererek enerjiyi en etkin biçimde kullanmak ve enerji kaynaklarına hiçbir engel olmadan sorunsuz şekilde ulaşmak günümüz enerji anlayışının temelinin oluşturmaktadır. Fosil yakıtlar ve de bunların içerisinde petrol ve doğalgaza olan bağımlılık tüm gelişmiş ve gelişmekte olan ülkeleri etkilemektedir. Avrupa Birliği de bu çerçevede bir ortak enerji politikası oluşturmaya çalışmıştır. Avrupa Birliği’nin enerji politikasının gelişim süreci ilk etapta analiz edilmiş daha sonra da enerji politikasının amaçları ve amaçlar doğrultusunda istenen hedefler üzerinde durulmuştur. bir sonraki bölümde ise Türkiye’nin enerji politikası ele alınarak Avrupa Birliği’ne entegrasyon sürecinde enerji politikasına uyumundaki yaptıkları ve yapacakları ele alınmıştır. Çalışmanın en önemli odak noktası ise Türkiye’nin soğuk savaş dönemi sonrası oluşan yeni dönemde üstlenmeye kalktığı enerji koridoru kimliği ile Avrupa Birliği’nin oluşturmaya çalıştığı ortak enerji politikasının etkin olarak işlemesindeki rolü üzerinde durulmuştur. Çalışmanın ortaya koyduğu veriler ve sonuçlar ışığında Türkiye enerji ihraç eden ülkelerle, enerji talebi olan ithalatçı gelişmiş ülkeler arasında transit bir köprü görevini üstlenmiş ve de Avrupa Birliği enerji politikasının verimli olarak işlemesinde çok önemli bir role ve konuma sahip olduğu görülmektedir. Bu veriler ışığında Türkiye’nin üyeliğinin önemini hem birlik hem de ülkemiz açsısından bir kez daha gün ışığına çıkmıştır. THE ENERGY POLICY OF THE EUROPEAN UNION AND TURKEY One of the basic requirements for economic and social developments of countries is the energy. Some tasks such as securing energy supply, the most efficient use of energy aiming at the least damage to the environment and reaching energy sources without any obstacle constitutes the basics of today’s understanding of energy. Dependency on fossil fuels and particularly oil and natural gas as parts of fossil fuels, affect all developed and developing countries. As well, the European Union tried to establish a common energy policy in this regard. In this paper, first, the development period of European Union’s energy policy is going to be analyzed. Second, purposes and goals of this policy are going to be touched upon. Third, we are going to analyze Turkish energy policy and what it has done / is going to do in the process of its integration to European Union, to compromise energy policies. The most important focuses of the paper are Turkey’s recent attempt to become an energy corridor in the post-Cold War era, and its role in efficient implementations of the energy policy which is tried to be established by the European Union. When it is reviewed in the light of datas and analyzes in the paper, Turkey would seem to undertake a duty like a bridge between energy exporting countries and developed energy importing countries which have huge energy demands. Furthermore, Turkey seems to have a fundamental role and position in functioning energy policy of the European Union efficiently. Thus, the importance of Turkey’s membership to the European Union for both our country and the union is revealed again.
