19. yüzyıldan günümüze tarihi çevre korumanın kurumsallaşması bağlamında İstanbul 1 numaralı kültür varlıklarını koruma bölge kurulu kararlarının Eyüp Sultan özelinde incelenmesi

Abstract

Türk- İslam şehircilik anlayışını temsil eden Eyüp; coğrafi konumu, idari ve dini değeri, sosyo- kültürel yapısı, kültür varlıklarının çeşitliliği ve geçirdiği mekânsal dönüşümlerle şehir tarihinde özgün bir yere sahiptir. Eyüp’ün şehir tarihinin farklı dönemlerini simgeleyen kültür varlıklarını içermesi, merkezi yönetim ve yerel yönetimlerin koruma faaliyetlerinin sürdüğü bir alan olması saha olarak seçilmesinde belirleyici etkenlerdir. Eyüp’te yer alan kültür varlıkları inşa edildikleri dönemin görsel ifadesi ve bir düşünce sisteminin ürünleridir ve bu eserler sürdürülebilir koruma, şehir hafızası ve kimliği bağlamında bilgi ve belge değeri taşırlar. Araştırmanın soruları şöyledir; kültürel miras ve koruma kavramlarının kapsamı uluslararası, ulusal ve yerel bağlamda nasıl genişlemiştir, koruma eylemine yön veren kurum ve yasalar 19. yüzyıldan günümüze nasıl dönüşmüştür, Osmanlı’dan Cumhuriyet’e koruma faaliyetlerine dair yasal ve kurumsal bağlantı ve kopuşlar nelerdir, koruma alanında yetki ve görev sahibi kurumlar hangileridir, koruma kurullarının aldığı kararlar yer özelinde nasıl işlenir, kültür varlıklarının hafıza, kimlik ve belge değerinin sürmesinde kurul kararlarının etkisi ne yöndedir? Koruma Kurulları’nın karar alma süreçleri ve yasal dayanakları, kararların ve uygulamaların yapıların bilgi ve belge değerinin muhafaza edilmesindeki rolünün incelenmesi mevcut sorulara yanıt olmuştur. Araştırma kapsamında koruma literatürü değerlendirilmiş, tescilli eserleri korumaya yönelik kurul kararları Eyüp Sultan Araştırma Merkezi (EYSAM) arşivinden edinilmiştir. Bunun yanı sıra Eyüp’te bulunan tescilli eserlerin konumu dijital beşerî bilimler alanında kullanılan bir haritalama yazılımı olan ArcGIS aracılığıyla oluşturulan çeşitli haritalar üzerinde gösterilmiştir. Sonuç olarak Eyüp özelinde koruma sorunları şöyle tespit edilmiştir; yapılara kaçak ek yapmak, yapının bilgi ve belge değerini bozan cephe yenilemeleri, yapıların kamusallığını zedeleyici kullanımlar, yol, cadde ve kaldırım tadilatlarıyla değişen parseller ve denetimsizlik sorunları. Mevcut sorunlara istinaden merkezi yönetim ve yerel yönetimlerin ilgili birimlerine koruma eylemi ortak faaliyet ve sorumluluk alanı olarak işaret edilmiş ve envanter oluşturmanın (görsel ve metinsel belgeleme), yapının ihtiyacına uygun karar almanın ve saha denetiminin önemi vurgulanmıştır.

Eyüp, representing the Turkish-Islamic urbanism concept, holds a unique place in the history of the city due to its geographical location, administrative and religious significance, socio-cultural structure, diversity of cultural assets, and spatial transformations. The selection of Eyüp as a study area is influenced by its inclusion of cultural assets symbolizing different periods of the city's history and its status as an area where central and local government preservation activities are ongoing. The cultural assets in Eyüp, as visual expressions and products of a thought system from the periods in which they were constructed, hold information and document value in the context of sustainable preservation, city memory, and identity. The research questions are as follows: how have the scope of cultural heritage and preservation concepts expanded in international, national, and local contexts; how have the institutions and laws guiding preservation actions evolved from the 19th century to the present; what are the legal and institutional connections and ruptures in preservation activities from the Ottoman period to the Republic; which institutions have authority and responsibilities in the field of preservation; how are the decisions of preservation boards processed in specific locations; and what is the impact of board decisions on the continuity of the memory, identity, and document value of cultural assets? The decision-making processes and legal foundations of the Preservation Boards, as well as the role of these decisions and applications in maintaining the information and document value of structures, address these questions. The literature on conservation has been evaluated within the scope of the research, decisions of the board for the conservation of registered works have been obtained from the Eyüp Sultan Research Center (EYSAM) archive. Additionally, the locations of the registered works in Eyüp have been shown on various maps created using ArcGIS, a mapping software utilized in the field of digital humanities. Consequently, the preservation issues identified in the specific case of Eyüp are as follows: illegal extensions, facade renovations that disrupt the information and document value of structures, uses that undermine the public nature of the buildings, parcel changes due to road, street, and sidewalk renovations, and lack of supervision. In response to these issues, it has been highlighted that preservation action should be a joint activity and responsibility area of relevant units of central and local governments, emphasizing the importance of inventory creation (visual and textual documentation), making decisions suitable to the needs of the structure, and field supervision.
