Abstract
Türkiye ihtiyaç duyduğu savunma silahlarına Kıbrıs Barış Harekâtı çıkarması sonrası Amerika Senatosu tarafından ambargo uygulanması ve 15 Temmuz Darbe girişiminden sonra yapılan sınır ötesi harekatlar ile birlikte Savunma Sanayisi; müsteşarlıktan başkanlığa dönüşerek yerli ve milli savunma sanayisini geliştirmeye çalışmıştır. Savunma Sanayisinin gelişmesi Türk dış politikasında askeri ofansif politikayı yükselişe geçirmiştir. ‘Arap Bahar’ının da başlamasıyla Orta Doğu’da güvenlik üst düzeye çıkarılmaya çalışılmış ve Savunma Sanayisi askeri-güvenlik konusunun dışında siyasi, ekonomik ve dış politika aracı haline gelmiştir. Dolayısıyla savunma sanayisinin yerlilik oranının yüksek tutulması ciddi ölçüde kritik bir hal almıştır.
