Türkiye’nin yeni yatırım teşvik sistemi ve ar-ge faaliyetleri üzerindeki etkileri

Abstract

Temel makroekonomik hedeflere ulaşılabilmesi açısından yatırım teşvikleri çok önemli bir konumdadır. Çünkü teşvikler diğer politikalara göre çok daha az sürede ekonomiye etki eder ve sonuç beklentisi daha yüksektir. Ekonomik hedeflerin yanı sıra sosyal, siyasi, idari amaçlar için de kullanılabilmekte ve bu amaçlarla beraber temel makroekonomik hedefleri gerçekleştirebilmektedir. Teşvik uygulamaları kapsamında yatırımcılara istisnalar, indirimler ve hatta muafiyetler sağlanmaktadır. Ar-Ge indirimi, bu destekler arasında uluslararası rekabet potansiyelini artırmak üzere en önemli yatırım desteklerinden biridir. Bu nedenle tüm ülkeler bu enstrümanları kullanmak isterler. Yatırımcıların teşviklerden faydalanabilmesi için ise teşvik belgesi alması zorunludur. Bu çalışmanın amacı Yeni Yatırım Teşvik Sistemi çerçevesinde ekonomik göstergelerin değişimini tespit etmek ve bu destek çerçevesinde Ar-Ge faaliyetleri ile beraber uluslararası alanda rekabet edilebilir seviyeyi nasıl etkilediğini ortaya koymaktır. Yatırım teşvik sistemi ile ilgili makaleler, yayınlanmış kitaplar ve diğer veriler incelenmiş, elde edilen sonuçlar konu ile ilişkilendirilerek yorumlanmıştır. Sonuçlara bakıldığında sistemin yatırımları, istihdamı, büyümeyi ve bunun yanı sıra uluslararası rekabeti olumlu etkilediği ortaya koyulmuş olsa da bölgelerarası eşitsizliği azaltmada başarısız olduğu tespit edilmiştir.

Investment incentives are very important to reach basic macroeconomic targets. Because incentives affect the economy in a much less time than other policies, and the outcome expectation is higher. Incentives can be used for economic, social, political, administrative purposes as well as economic goals and it ensures that macroeconomic targets are realized. Exceptions, reductions and even exemptions are provided for investors within the scope of incentive applications. R & D reduction is one of the most important investment supports that increase the potential of international competition. For this reason, all countries want to use these instruments. However, it is necessary for investors to receive incentives in order to benefit from incentives.. The aim of this study is to identify the exchange of economic indicators within the framework of the New Investment Incentive System and how this affects international competitiveness in the international arena along with R & D activities. The books, articles and other data published in this subject were examined and the results obtained were interpreted in relation to the subject. The results show that the system is unsuccessful in reducing regionalinequalities, although it has been shown that investments, employment, growth and, in addition, international competitiveness are positively affected.
