İbn Haldun'un siyasal düşüncesinde ulu'l-emr'e itaat ve egemenlik anlayışı

Abstract

Yaygın kullanımıyla İslam dinine özgü dinsel bir kavram olarak ele alınan ulu’l-emr’e itaat, dini terminoloji alanının yanı sıra hukuki, siyasi ve sosyal alanlarda da inceleme ve değerlendirmeler yapmamıza imkan veren bir potansiyele sahiptir. Ulu’l-emr’e itaatin bu potansiyelinden yararlanılabilmesi için; yalnızca dini alanda değil, toplumsal düzeni ilgilendiren çeşitli alanlarda ulu’l-emr’e itaatin belirli bir metotla irdelenmesinde, özgün bir bakış açısıyla hareket edilmesinde yarar bulunmaktadır. Çeşitli toplumların, özel olarak İslam dinine mensup toplumların bir arada yaşama tecrübelerini tarihsel kaynaklarla ele alan, bu doğrultuda farklı bir yöntemle ve özgün yaklaşımlarla eserler ortaya koyan İbn Haldun, bu açıdan kendisinden yararlanabilecek düşünürler arasında belki de akla ilk gelen isimdir. İbn Haldun’un kullandığı temel kavramlar, takip ettiği metot ve yaklaşımlarından yararlanılarak üzerinde çalışılması durumunda ulu’l-emr’e itaat hususu yaygın kullanımından daha fazlasını sunabilmekte, dinsel alanın dışında da söz söyleyebilmektedir. Bu doğrultuda, İbn Haldun’un siyasal düşüncesi çerçevesinde ve onun egemenlik anlayışıyla birlikte irdelenen ulu’l-emr’e itaat hususu, çalışmamızda dini terminoloji alanında ve bu alanın dışında diğer toplumsal alanlardaki yansımalarıyla ele alınmış; özel olarak İbn Haldun’un yaklaşımı ve bu yaklaşımdan yararlanılarak elde edilen görüşlerle birlikte ulu’l-emr’e itaat ve egemenlik anlayışı değerlendirilmiştir.

Obedience to ulu'l-amr, which is considered as a religious concept unique to the religion of Islam with its widespread use, has the potential to allow us to make examinations and evaluations in legal, political and social fields as well as in the field of religious terminology. In order to benefit from this potential of obedience to ulu'l-amr; It is useful to examine the obedience to ulul-amr with a certain method, not only in the religious field, but also in various fields that concern the social order, and to act with a unique perspective. Ibn Khaldun, who deals with the coexistence of various societies, especially societies belonging to the Islamic religion, with historical sources, and who produces works in this direction with a different method and original approaches, is perhaps the first name that comes to mind among the thinkers who can benefit from him in this respect. In case of working on the basic concepts used by Ibn Khaldun, the methods and approaches he followed, the subject of obedience to ulu'l-amr can present more than its common usage, and can speak out of the religious field. In this direction, the subject of obedience to ulu'l-amr, which is examined within the framework of Ibn Khaldun's political thought and his understanding of sovereignty, has been discussed in our study with its reflections in the field of religious terminology and other social fields; In particular, Ibn Khaldun's approach and his understanding of obedience and sovereignty to ulu'l-emr were evaluated together with the views obtained by using this approach.
