Investment in cable TV infrastructure and expected return on this investment

Abstract

Dünyada faaliyet gösteren kablo TV operatörlerinden hiçbiri yaptigi yatirimlardan beklenen kazanci elde edememislerdir. Türkiye'deki kablo TV operatörlerinin de durumu farkli degildir. Türkiye'de faaliyet gösteren alti tane kablo TV operatörü vardir. Kablonet ise bu operatörler arasinda en büyük kablo TV operatörü olarak yer alir. Kablonet'in arastirmaya örnek olarak seçilmesindeki sebep ise hizmet bölgelerinin genis sahalara yayilmis olup hem gelir seviyesi açisindan hem de endüstriyellesme bakimindan gelismis olmasidir. Temel amaç, Kablonet gibi iyi ve avantajli kosullara sahip bir kablo TV operatörünün bile beklenen yatirim geri dönüsünü elde edemedigini göstererek, çözüm yolunun ise kablo TV sebekesinin farkli internet servis saglayicilara açilmasinin gerekliligini ispatlamaktir. Bu çözüm yolu açik erisim olarak adlandirilir. Türkiye'de kablo TV operatörlerinin, Türk Telekom ile imzalamis oldugu anlasma ile kablo TV operatörleri, servis saglayici olarak sadece Türk Telekom'u kullanabilmektedirler. Bu anlasma ise pazarin tekelci bir ortama dönüserek hizmetlerin gelismemesine ve pahali bir hale gelmesine sebep olmaktadir. Analizin ilk kisminda, kablo TV opeatörünün gelir ve gider dengesi sayisal yatirim analizleri ile karsilastirilmaktadir. Ayrica, açik erisim sistemi altinda kablo TV operatörünün gelirlerinin ne kadar artacagi ve hizmetlerin çesitlenerek ne tür yeni gelir kaynaklari olusturulabilecegi belirtilmektedir. Analiz sonuclari, bu gelirlerin çok yüksek miktarlara ulasarak, açik erisimin gerekli ve dogru bir çözüm oldugunu ortaya koymaktadir. Arastirma sonuçlari, Türk Telekom'un hiç zaman kaybetmeden tekelci yaklasimdan kurtularak, kablo TV operatörlerinin sebekelerini farkli internet servis saglayicilara açilmasi için izin vermesi gerektigini ve böylece kablo TV operatörlerinin simdiye kadar yapmis olduklari yatirimlari kurtarmalarinin mümkün olacagini ortaya koymaktadir.

No one of the cable operators in the world has reached the expected return of investments have been made. The cable TV operators in Turkey are also in the same situation. There are six cable TV operators in Turkey. Kablonet is the biggest cable TV operator among them. The main reason of choosing Kablonet as an example is that it has the biggest and the best service areas in terms of income levels and industralization rate. The aim of the thesis is showing that cable TV operators can not obtain the expected return of investments and the solution is to open the cable TV network to different internet service providers. This refers to open access. However, under the current working system, the cable TV operators in Turkey can use only one internet service provider as Turk Telecom. This causes the monopoly. New services can not be developed in the monopolistic medium and there are also very expensive for the consumers. At the first part of the analysis, revenues and outcomes of the cable TV operator are compared in the quantitative investment method. The amount of revenues can be earned under the open access system of a cable TV operator are showed at the end of the analysis. This is the proof of necessity of the open access system.
