1822-1826 (H. 1238-1241) Şer’iyye sicillerine göre Nevşehir’in nüfus, idare ve toplum durumu

Abstract

Osmanlı toplumsal tarihi araştırmalarında zaman, mekân ve insan ölçeğini kesintisiz ve bütüncül bir bakış açış ile inceleyebilmek için şer'iyye sicilleri önemli bir yere sahiptir. Ait oldukları şehir ve kazaların çok boyutlu fotoğrafını çeken bu belgeler yerel tarihin aydınlatılması ve Osmanlı yönetim anlayışının doğru anlaşılmasında orijinal veriler sunar. Sicillerde yer alan bilgiler Osmanlı toplumsal tarihi alanında yapılan çalışmalarda mekânsal bağlamda toplumun topografyasını resmederken zamansal bağlamda ait olduğu dönemin öncesi ve sonrasını mukayeseli bir şekilde incelenmesine imkân sağlar. Çalışmamızın konusu kapsamında olan 4 numaralı Nevşehir şer'iyye sicil defteri de bu önem göz önünde bulundurularak incelenmiş ve değerlendirilmiştir. Çalışma, 4 numaralı Nevşehir şer'iyye sicilinin transkripsiyon, özet ve değerlendirmesinden oluşmaktadır. Sicilde Nevşehir'in o dönemdeki mahalle ve köy isimleri, şahıs isimleri, nüfus durumu, toplumsal düzen ve asayiş, toplanan vergiler, sefer hazırlıkları, İstanbul'un iaşesinin sağlanması ile ilgili merkezden gelen emirler, Rumeli'de devam eden isyanların bastırılması için gönderilecek askerlerin listeleri, tereke kayıtları, miras paylaşımları, fiyat uygulamaları, akçe değeri ile ilgili emir suretleri, alacak verecek hususları gibi durumların çözümü ve alınan kararların uygulanışına dair bilgiler yer almaktadır. Sicil ayrıca merkezi otoritenin yerel hayata etkisi, toplumsal sınıflar arası ilişkiler ve ekonomik durum gibi konularda Nevşehir tarihinin aydınlatılmasında yeni bilgiler sunmaktadır.

In Ottoman social history research, sharia records have an important place in order to examine the time, space and human scale with an uninterrupted and holistic perspective. These documents,(Nevşehir Sicili) which take a multi-dimensional picture of the cities and districts they belong to, provide original data in illuminating local history and correctly understanding the Ottoman administrative approach. While the information contained in the records depicts the topography of the society in a spatial context in studies conducted in the field of Ottoman social history, it allows for a comparative examination of the period before and after it belongs in a temporal context. The Nevşehir sharia record book numbered 4, which is within the scope of our study, has also been examined and evaluated considering this importance. The study consists of the transcription, summary and evaluation of the Nevşehir sharia record numbered 4. The registry contains information on the names of the neighborhoods and villages of Nevşehir at that time, the names of individuals, the population status, social order and security, taxes collected, preparations for the expedition, orders coming from the center regarding the provision of Istanbul's provisions, lists of soldiers to be sent to suppress the ongoing rebellions in Rumelia, estate records, inheritance sharing, price practices, copies of orders regarding the value of silver coins, information on the resolution of issues such as receivables and payables, and the implementation of the decisions taken. The registry also provides new information in shedding light on the history of Nevşehir on issues such as the influence of the central authority on local life, relations between social classes, and the economic situation.
