Görüntü işleme tekniklerinin arşivcilik mesleği üzerinde etkileri

Abstract

Özellikle son 10 yılda bilişim teknolojisinde yaşanan hızlı gelişmeler arşivci açısından belge değil bilgi yönetme yolunda çok önemli bir adım olmuştur. Her ne kadar kağıt tüketimi bu gelişmelerle beraber artmışsa da, artık üretilen belge üzerindeki bilgiden gerçek anlamda faydalanmak mümkündür. Hız ve yaygınlık ise teknolojinin bilgi adına diğer bir getirisi olmuştur. Görüntü işleme uygulamaları ile sayısal ortama aktarılan ve işlenebilir hale gelen bilgi artık çok daha fazla kullanıcı için çok daha kolay ulaşılabilir haldedir. Tüm bunlara bağlı olarak arşivci kavramı adına yepyeni bir içerikten sözetmek gerekmektedir. Bu içerik gitgide arşivciye bilişimci sıfatları yüklemiş veya bunlarla ayrılamayacak şekilde birleştirmiştir. Karşı konulması mümkün olmayan bu evrim arşivcinin görev yaptığı kurum dahilindeki önemini de iyice arttırmış hatta arşivci kavramını hiyerarşik yapılanmasında bulundurmayan firmalar bile böyle bir değişime karşı duramayarak gerekli düzenlemeleri yapma yoluna gitmişlerdir. Kısacası görüntü işleme uygulamaları arşivcinin genişleyen ufkunun anahtarı olmuştur. Rapid changes in the information technology, especially during the last 10 years, have been an important step for archivists for the management of information instead of managing records. Although the consumption of paper has risen, information which is recorded on it has been more distilled and used more intensivly. Speed and extensivly availabitity of technology have been other advantages of use of information. Information which has been transferred in to digital environment by using digital image processing applications, and become editable, is now more reachable for more users. Upon all these developments it is necessary to rephrase the job description of an archivist. Within this context the archivist has become an information manager. This unstopable evolution, has risen the importance of the archivist within the institution he serves. This content has gradually attributed information qualities to archivist. Furthermore the companies which do not have archivist concept within their hierarchical structures could not resist such developments and have decided to make necessary arrangements accordingly. In short, image processing applications have been the key of developing horizons of the archivist.
