Abstract

ORTADOĞU ÜLKELERİNDE SAVUNMA HARCAMALARININ EKONOMİ POLİTİK ANALİZİ: KÖRFEZ ÜLKELERİ ÖRNEĞİ Tehdidin ortaya çıkardığı savunma olgusu insanlık tarihi kadar eski bir konudur. Onu önemli ve öncelikli kılan şüphesiz ki bireyin hayatının da içinde olduğu maddi manevi değerlerin muhafazasını doğrudan ilgilendirmesidir. İnsanlığın tarih boyunca toplumsal ve siyasal gelişimi, çeşitli formları bulunan ve devlet olarak nitelendirilen organizasyonları ortaya çıkarmıştır. Bireysel olarak giderilmesi mümkün olamayan ihtiyaçlar da devlet mekanizması ile temin edilir olmuştur. Birey hayatıyla doğrudan ilgili olan savunma ihtiyacının da devlet ölçeğinde izdüşümü bulunmaktadır. Bu izdüşümde, bir tarafın diğer tarafı tehdit ettiği, diğer tarafında kendisini savunma ihtiyacı hissettiği en az iki devlet söz konusudur. Bir tarafın diğer tarafı caydırmak veya etkisiz hale getirebilmek için güce ihtiyaç duyması ve bunu silah ile araçsallaştırması söz konusudur. Devletlerin konu olduğu tehdit, savunma, güvenlik, silah vb. etrafındaki ilişki sadece tehdit ve güvenlik boyutu ile sınırlı kalmamakta, ekonomik ve politik boyutları da bulunmaktadır. Bu çalışmada Ortadoğu Bölgesi’nde yer alan Körfez Ülkelerinin savunma ihtiyacını ortaya çıkaran tehdit- güvenlik ilişkisinin nedenleri araştırılmıştır. Bölgesel ve küresel düzeyde ortaya çıkardığı ekonomik, politik ve askeri ilişkiler ağı incelenmiştir. Bölgesel ve küresel yansımaları olan bütün bu ilişkiler, Ekonomi Politik Disiplin içerisinde ve teorik zemin üzerinde izah edilmiştir. ECONOMY POLITIC ANALYSIS OF DEFENCE EXPENDITURES IN THE MIDDLE EAST COUNTRIES: A CASE OF GULF COUNTRIES The case of defense come out by threat has been a matter as old as human history. What makes it important and priority is undoubtedly that concerns directly the preservation of the individual’s material and sentimental values such as right to life. Throughout history, the social and political development of humanity has revealed some organizations also described as states which have various forms. The needs impossible to be supplied individually can be also done by state practice. The need of defense directly related to the life of an individual has a place to be projected at the state scale. On this projection, there must be at least two states; of which one party threatens the other and the other feels the need of defense himself. It can be mentioned that the party needs power and instrumentalizes it with arms to deter the other or make it neutralized. The relationship of states subjected among the threat, defense, security, weapons and etc is not only limited by the size of security threats; but there are also economic and political dimensions. In this study, the causes of relationship between threat and security found out the need of defense for Gulf Countries in the Middle East region has been searched. The network of economical, political and military relations emerged at the regional and global level has been surveyed.
