Abstract

1914-1923 ARASI İSTANBUL’UN İAŞESİ VE İHTİKAR SORUNU İaşe konusu insan hayatının yaşamını devam ettirmesi için hayati bir öneme sahiptir. Bu çalışmada Mütareke Dönmemi’nde yaşanan iaşe sıkıntısı ve ihtikar problemine değinilmiştir. Savaşa hazırlıksız yakalanan Osmanlı İmparatorluğu iaşe temini konusunda sorunlar yaşamış ve bunun için çeşitli önlemler alınmıştır. Alınan önlemler başarılı olamamış ve iaşe sorunu mütareke döneminde de devam etmiştir. Gıda maddelerinin fiyatının hızlı bir şekilde yükselmesi sebebiyle kazanç sağlamak isteyen muhtekirler ortaya çıkmıştır. İhtikar en yoğun şekilde ekmek, şeker ve et gibi temel ihtiyaç maddeleri üzerinde görülmüştür. İhtikarı önlemek için Men-i İhtikar Heyeti adı verilen bir kurum oluşturulmuştur. Bunun yanında Amerikan ve Fransız satış barakaları açılarak halka ucuz gıda temini sağlanmasına çalışılmıştır. Alınan her türlü önleme rağmen iaşe sorunu çözülememiş, halk açlık ve kıtlıkla mücadele etmiştir

BETWEEN THE YEARS 1914-1923 ISTANBUL’S FEEDING AND PROFITEERING PROBLEMS Subsistence subject is of vital importance for human life to continue. This study address to the problem of the speculation and shortages and province in between 1914-1923. Unestimate, the Ottoman Empire, had problems on the supplies and various measures were for it. This measures were unsuccessful and the problem of supply also continued during the cease-fire. Due to the fast increase of this food price many speculators emerge in order to make a profit. The speculation was on the needs such as bread, sugar, and meat. To prevent the speculation, The prohobition of Speculation Committe. It was aimed to provide cheap supply fort he people opening up American and French sale shacks. Despite all measures, to solve the supply problem, the resolution was failed, the people fought against hunger and famine.
