Türkiye ve İngiltere’de sosyal gelişim merkezlerinde aile ve çocuklara yönelik uygulamaların karşılaştırılması

Abstract

Araştırmanın amacı, Türkiye Sakarya ili Adapazarı ilçesindeki büyükşehir belediyesine bağlı Sosyal Gelişim Merkezinde aile ve çocuklara yönelik uygulamalar ile İngiltere Londra şehrinin Greenwich Kraliyet İlçe Belediyesine (Konseyine) bağlı Better firması tarafından yürütülen Waterways Children Centre şubesindeki uygulamaların benzerlik ve farklılıklarını ortaya koymaktır. Ortaya konulan veriler ışığında, bahsedilen iki merkez örnekleri üzerinden yerel yönetimlerin sosyal hizmet uygulama ve çalışmalarının insan hakları doğrultusunda ve sosyal belediyecilik anlayışı ve konuyla ilgili uygulamaların karşılaştırılmasına, aile ve çocuklara yönelik hizmetlerin geliştirilmesine katkı sağlanması öngörülmekte; varsa sorunlara yönelik çözüm önerileri sunarak farkındalık oluşturulması hedeflenmektedir. Bu araştırma, nitel bir durum çalışması olarak tasarlanmıştır. Çalışmanın örneklemi, olasılığa dayalı olmayan ve amaçlama örnekleme türlerinden biri olan “uygun örnekleme” tekniği ile seçilmiştir. Araştırmada veri toplama aracı olarak belirlenen döküman incelemesi, yarı yapılandırılmış görüşme ve gözlem yöntemleri çerçevesinde elde edilen veriler, içerik analizi yöntemiyle incelenmiştir. Elde edilen bulgular doğrultusunda Sosyal Gelişim Merkezi Aile ve Çocuk Hizmetleri Şube Müdürlüğünün edindiği misyon ile sosyal adaleti sağlamak adına çocuk hakları, kadın hakları, toplumsal ruh sağlığı yönündeki uygulamaları-çalışmaları, çocuk kulüpleri ve aile danışma birimleri çatısı altında gerçekleştirildiği görülmektedir. Waterways Children Centre’da da benzer uygulamalar ve çalışmalar bulunmaktadır. Gelişmiş refah toplumunda ortaya çıkan yeni sosyal ihtiyaçların karşılanması noktasında sosyal belediyeciliğinin önemi Sosyal Gelişim Merkezi ve Waterways Children Centre örneklerinde görülmektedir.

The aim of the research is to reveal the similarities and differences between the practices for family and children in the Social Development Center affiliated to the metropolitan municipality in Sakarya province, Adapazarı district, and the practices in the Waterways Children Center branch, which is run by the Better firm of the Royal Borough Municipality in the English city of Greenwich. In the light of the data revealed, it is foreseen to contribute to the comparison of social service practices and works of local governments in line with human rights, the understanding of social municipality and related practices, and the development of services for families and children, through the examples of the two centers mentioned; It is aimed to raise awareness by offering solutions for problems, if any. This research was designed as a qualitative case study. The sample of the study was selected with the appropriate sampling technique, which is one of the non-probabilistic and purposeful sampling types. The data obtained within the framework of the document review, semi- structured interview and observation methods determined as the data collection tool in the research were examined with the content analysis method. In line with the findings, it is seen that the Social Development Center Family and Child Services branch directorate has carried out its practices-works on children's rights, women's rights, social mental health in order to ensure social justice, under the roof of children's clubs and family counseling units. There are similar practices and studies at the Waterways Children Center. The importance of social municipality in meeting the new social needs emerging in the developed welfare society is seen in the examples of the Social Development Center and Waterways Children Centre.
