Türkiye”de ilaç sektörünün ekonomik yapısı

Abstract

Çağımızda toplum sağlığı için büyük bir önem taşıyan ilaç sektörü, 19. yüzyıl başlarına kadar yeterince gelişme gösterememiş ancak 1870’lerden sonra patlayan sanayi ihtilali, ilacı havandan fabrikaya iten faktör olmuştur. İlacın etki alanları artarken, ilaç endüstrisi de doğal olarak hızlı bir Araştırma-Geliştirme aşamasına geçmiş, tedavi yöntemlerinde de yenilikler aranmıştır. Bu çalışma, Türk İlaç Endüstrisi üzerine tespitler ve projeksiyonlar yapmak, amacıyla yapılmıştır. İlaç, bu çalışmada, mümkün olduğunca objektif ve iktisadi açıdan incelenmiş kritik konularda farklı görüşler alıntılanarak yan tutulmaksızın sonuçlar çıkarılmaya çalışılmıştır. Çalışmanın birinci bölümünde Orta Asya’dan Cumhuriyet Dönemine kadar Türklerde ilaç ve sağlık tarihsel açıdan ele alınırken , bu bölüm Orta Asya Türkleri Dönemi, Anadolu Selçukluları Dönemi ve Osmanlı Dönemi alt başlıklarında incelenmiştir. İkinci bölümde Cumhuriyet Döneminde ilaç endüstrisinin doğuşu ve gelişimi incelenmiş eczane üretimi döneminden bugün gelinen üretim imkanlarına kadar gelişimi sıralanmıştır. Ana konumuzu oluşturan ilaç sektörünün iç içe geçtiği sağlık sektörünü ele almamız bu iki sektörün aynı yönde topluma hizmet etmesiyle ilgilidir. Sağlık hizmetlerinin devlet eliyle verilmesi, bu konudaki önemli kanuni düzenlemeler ve sonuçları üçüncü bölümümüzün ana hatlarıdır. Dördüncü bölümde ilaç sektörü ulaşabildiğimiz en yeni verilerle rakamsal olarak çözümlenmiş, dünya ile karşılaştırmalar yapılmış, hukuki çerçeve, sosyal güvenlik-ilaç bağıntısı, AB ile Türkiye uygulamaları karşılaştırılması ve sektörün ticari, iktisadi, yapısal sorunları vurgulanmıştır. Patent Türkiye'de yeni gündeme gelen ve uluslararası ortamda gün geçtikçe önemi artan bir olgudur. Dünyada bilgisayar ve uzay teknolojisinden sonra araştırma ve buluşun en önemli olduğu sektör ilaçtır. Patent yasası; destek verenler, karşı çıkanlar ve sektörün geleceği konusundaki tartışmalarla son derece güncel bir konu olarak beşinci bölümde ele alınmıştır.

“THE ECONOMIC SITUATION OF PHARMACEUTICAL SECTOR IN TURKEY” The pharmaceutical sector, which is essential for the public health in our age , had failed to develop sufficiently until the beginning of the 19th century.However, the industrial revolution boomed after 1870's and this played an important role in conveying the drug production from the mortar to the plants.While the fields of actions of drugs expanded, the pharmaceutical industry, on the other side, underwent a rapid stage for research and development and people seeked innovations in the treatment methods. This study has been conducted to have determinations and to make projections on Turkish Pharmaceutical Industry.In this study drugs have been examined with a neutral and economical point of view as much as possible and results have been tried to be treated by borrowing some expert people's ideas in critical issues in order to keep the neutrality.In the first chapter, drugs and health from the age of Central Asian Turks until the Republican Period have been hadled choronologically including Central Asian Turks Period , Anatolıan Seljuks period and Ottoman Period titles. In the second chapter, the coming out and development of Pharmaceutical Industry during Turkish Republic Period have been studied and its development has been listed in chorological order starting as of the period production in pharmacies to today's current production facilities. In the third, we have handled the health sector, our main topic, within the scope of pharmaceutical sector as both sectors offer service to the public in line with each other. In the fourth chapter, the pharmaceutical sector has been analysed by the latest numerical data and by comparing with the world's standarts and facts. Besides, legal frame has been studied together with the relation between the social security and drugsi comparison of applications in European Union and Turkey as well as the commercial, economical and structual problems of sector. Patent is a concept which has lately been in agenda in Turkey and its importance increases from day to day in international platform.The role of Research and Development is one of the most important in Pharmaceutical Sector just after Computer Sector and Aviation-Space Technology Sector.Patent law, has been handled in the fifth chapter as a very actual topic with opinions of suppoters, opponents and relating discussions for the future of the sector.
