Abstract
Bu tez, 2006 yılında ilan edilen Latin Amerika ve Karayipler Eylem Planı’nın, Türkiye’nin dış ticareti üzerine etkisini incelemeyi amaçlamıştır. Bu doğrultuda 19 Latin Amerika ülkesi ile Türkiye’nin dış ticaretinin incelendiği çalışmada, açılımın ilan edildiği 2006 yılı baz alınarak açılım öncesi 1991-2005 ve açılım sonrası 2007-2021 yılları incelenip karşılaştırmalı analiz yapılmıştır. Literatürde, Türkiye ile bölge ülkeleri arasındaki ilişkileri ekonomik yönden inceleyençalışmaların sınırlı olduğu görülmüştür. Bununla beraber, bu çalışmayı benzerlerinden ayıran en önemli özellik ise Farkların Farkı (Dif and Dif) metodu kullanılarak, bölge ile olan dış ticaret, Türkiye’nin tüm dünya ile olan ticaretiyle karşılaştırılmış ve somut bulgulara ulaşılmıştır. Çalışma, 2006 yılında yapılan açılımın, Türkiye’nin bölge ile olan ticaret hacmini artırdığını ve bu artışın Türkiye’nin dış ticaret dengesi lehine olduğunu savunmaktadır. Bu doğrultuda bölge ile olan toplam ticaret hacmi, ithalat-ihracat rakamları, BEC ve HS ürün grupları ayrı ayrı incelenmiş, Türkiye’nin açılım sonrası bölge ile olan ticaret hacminin arttığı ve bu artışın Türkiye’nin lehine olduğu ortaya konulmuştur. Çalışma dört bölümden oluşmaktadır. İlk olarak bölgenin kısa bir tarihi ve günümüze kadar olan ekonomi politikalarının gelişim süreci incelenmiştir. Bununla birlikte, Türkiye’nin dış politikası çerçevesinde uygulamış olduğu dış ticaret politikaları da açıklanmış ve 2006 yılına giden sürecin teorik çerçevesi çizilmiştir. İkinci bölümde, bölgede uygulanan politikalar neticesinde yapılan ticaret anlaşmaları-entegrasyonlar incelenmiş ve Türkiye ile ilişkilerine değinilmiştir. Üçüncü bölümde ise toplamda 19 ülkeyi kapsayan veri çalışmasına değinilmiş ve elde edilen bulguların ampirik sonuçları değerlendirilmiştir. Son bölümde ise sonuç ve değerlendirme yapılarak çalışma sonlandırılmıştır.
This thesis aims to analyse the impact of the Latin America and Caribbean Action Plan announced in 2006 on Turkey's foreign trade. In this direction, in the study in which Turkey's foreign trade with 19 Latin American countries is examined, the years 1991-2005 before the opening and 2007-2021 after the opening are examined and comparative analyses are made on the basis of 2006, when the opening was announced. It has been observed that the studies analysing the economic aspects between Turkey and the countries in the region are limited in the literature. However, the most important feature that distinguishes this study from similar ones is that by using the Dif and Dif method, foreign trade with the region has been compared with Turkey's trade with the whole world and concrete findings have been reached. The study argues that the opening in 2006 increased Turkey's trade volume with the region and this increase is in favour of Turkey's foreign trade balance. In this direction, total trade volume, importexport figures, BEC and HS product groups with the region are analysed separately and it is revealed that Turkey's trade volume with the region has increased after the opening up and this increase is in Turkey's favour. The study consists of four parts. Firstly, a brief history of the region and the development process of economic policies until today are analysed. In addition, the foreign trade policies implemented by Turkey within the framework of its foreign policy are also explained and the theoretical framework of the process leading to 2006 is drawn. In the second part, trade agreements-integrations made as a result of the policies implemented in the region are analysed and their relations with Turkey are mentioned. In the third section, the data study covering 19 countries in total is analysed and the empirical results of the findings are evaluated. In the last section, the study is finalised with the conclusion and evaluation.
