Abstract
TÜRKİYE CUMHURİYET MERKEZ BANKASININ BAĞIMSIZLIĞI VE ENFLASYON İLİŞKİSİ Merkez bankasının bağımsızlığı kavramı her ne kadar daha önce dünyada kullanılmışsa da asıl olarak Bretton Woods Para Sistemi’nin çökmesiyle birlikte tartışılmaya başlayan bir kavramdır. Mali politikalara dayalı Keynesyen politikaların petrol krizinin oluşturduğu enflasyon sorununa çare olamaması neticesinde parasalcı politikaların daha çok rol oynamaya başlamasıyla birlikte bağımsız bir merkez bankasının enflasyonu önleyerek fiyat istikrarını sağlayacağı düşüncesi kabul görmeye başladı. Yapılan araştırmalardan merkez bankası bağımsızlığının enflasyonun düşmesine yardımcı olmasına rağmen fiyat istikrarının sağlanması için merkez bankası bağımsızlığının yeterli olmadığı anlaşılmaktadır. Fiyat istikrarının sağlanması için mali disiplinin sağlanmasının yanında ekonominin diğer makro ekonomik performans göstergelerinin de iyi olması gerekir. Bu tez çalışmasında, öncelikle merkez bankası bağımsızlığı ile ilgili konular ve dünyadaki uygulamalar ortaya konulmuştur. Daha sonra bu bilgiler yardımıyla 4651 sayılı Kanun ile değiştirilen 1211 sayılı Türkiye Cumhuriyet Merkez Bankası(TCMB) Kanunu’na göre TCMB’nin bağımsızlığı ele alınmıştır. Son bölümde de TCMB’nin bağımsızlığı ve enflasyon arasındaki ilişki Türkiye’ye özgü özellikler de dikkate alınarak incelenmiştir.
THE RELATION BETWEEN THE INDEPENDENCE OF THE CENTRAL BANK OF THE REPUBLIC OF TURKEY AND INFLATION Although the concept of central bank independence had been used in the world before, actually it has been started to argue by the collapse of Bretton Woods System. As a result of not being a remedy of the Keynesian Policies, that is based on fiscal measures, to the inflation problem which was occured by the petrol crisis the monetarist policies began to have much role. And then the idea of an independent central bank, that can provide the price stability, was accepted. Although the central bank independence helps to the decrease of inflation, it is understood from the researches that it is not enough to provide price stability. For providing the price stability also the other macroeconomic performance indicators have to be good in addition to the fiscal discipline. In this thesis study, first, the subjects about the central bank independence and the applications in the world was introduced. Then, with the help of these informations, the independence of The Central Bank of The Repuplic of Turkey was discussed according to the The Central Bank of The Repuplic of Turkey Act Number 1211 that was changed by the Act Number 4651. In the last part of the thesis, the relation between the Independence of The Central Bank of The Repuplic of Turkey and inflation was examined by considering the specialities of Turkey.
