Sivil toplum perspektifinde siyasal bir hareket analizi : Jön Türkler

Abstract

Osmanlı Devleti’nin gerilemeye başlamasının bir sonucu olan mutlak monarşinin gücünü yitirmeye başlaması, Devletin padişahının sahip olduğu sorgusuz mutlak siyasi erkinin dalgalanması etkisi yaratmıştır. Bu etkiden faydalanmaya çalışan çeşitli grupların yanı sıra, dönemin gençlik hareketlerinin bir türevi olan Jön Türk hareketinin ortaya çıkmasıyla birlikte, Osmanlı Devleti’nde siyaset tümüyle değişim göstermiş ve yeni kavramlar, siyasi güçler vb. şeyleri gün yüzüne çıkmıştır. İşte yazılan bu tezin amacı, dönem içerisinde yeni bir siyasi güç olarak kendini gösteren Jön Türk hareketinin bir sivil toplum hareketi olup olmadığını ortaya koymak olmuştur. Çalışmada bu amacı gerçekleştirmek üzere öncelikle Jön Türk hareketinin gün yüzüne çıkmasını sağlayan iç ve dış faktörler incelenmiş, sonrasında Jön Türk hareketinin ne olduğu ve ne yaptığı üzerinde durulmuş ve nihayetinde de Jön Türk hareketinin sivil toplum hareketi olup olamayacağı tartışılmıştır. Bu tasarımı ise diyalektik yol ile konu üzerinde çeşitli araştırmalar yapanlar üzerinden bir tartışma ortamı yaratırcasına ortaya koyup, bu bilgileri siyasi hermenötik paradigma üzerinden yorumlayan bir yöntem seçilmiştir. Dolayısıyla ikincil kaynaklardan faydalanılmış ve bazı noktalarda çeşitli birincil kaynaklara yönelinmiştir. Tezde yapılan Jön Türk tanımının ardından, felsefi açıdan ele alınan sivil toplum kavramı aktarılmış ve sivil toplumun unsurları belirlenmiştir. Bu unsurlar üzerinden ise Jön Türk hareketinin sivil toplum unsurlarını hangi açılardan barındırdığı tez içerisinde aktarılmıştır. Tezin sınırlılıkları ise Lale Devri ile İkinci Meşrutiyet arasında Jön Türk hareketini ilgilendiren konularla sınırlandırılmıştır. Tezde ulaşılan sonuçlarla birlikte, Türk siyasal tarihi bağlamında Jön Türk kavramı üzerine çeşitli iddialar öne sürülmüştür. Ayrıca, bu çalışma Türk sivil toplum tarihi içinde Jön Türklerin ayrıntılı bir şekilde değerlendirildiği önemli bir araştırma niteliği taşımaktadır.

The fact that the absolute monarchy, which was a result of the decline of the Ottoman Empire, began to lose its power had the effect of fluctuating the unquestioned absolute political power of the sultan of the state. In addition to the various groups that tried to take advantage of this influence, with the emergence of the Young Turk movement, which was a derivative of the youth movements of the period, politics in the Ottoman Empire changed completely and new concepts, political powers, etc. came to light. The aim of this thesis was to reveal whether the Young Turk movement, which emerged as a new political force in the period, was a civil society movement. In order to achieve this goal, first of all, the internal and external factors that led to the emergence of the Young Turk movement were examined, then what the Young Turk movement was and what it did, and finally, whether the Young Turk movement could be a civil society movement. A method that presents this design in a dialectical way, as if creating a discussion environment through various research on the subject and interprets this information through the political hermeneutic paradigm has been chosen. Therefore, secondary sources were used, and various primary sources were turned to at some points. Following the definition of Young Turks in the thesis, the concept of civil society, which is considered from a philosophical point of view, was conveyed, and the elements of civil society were determined. Through these elements, the aspects of the Young Turk movement that contain elements of civil society are conveyed in the thesis. The major limitation of the thesis is related to the issues concerning the Young Turk movement between the Tulip Era and the Second Constitutional Monarchy. Along with the results reached in the thesis, various claims have been put forward on the concept of the young Turk in the context of Turkish political history. In addition, this study is important research in which the Young Turks are evaluated in detail in the history of Turkish civil society.
