Türkiye’de belediyelerin e-devlet anlayışının analizi: büyükşehir belediyeleri web sayfaları örneği

Abstract

Bilgi çağında kamu birimlerinde, bilgisayar ve bilgi teknolojilerinin kullanımının yaygınlaşması ile devletler yeniden yapılanma sürecine girmiş ve bu yeniden yapılanma sürecinde vatandaşların devlete olan bakış açıları, devletten beklentileri, devletle aralarındaki ilişki değişime uğramıştır. Bu doğrultuda bilgi ve iletişim teknolojilerini kullanan devletler, hantal ve bürokratik yapılarını; daha hızlı, şeffaf, modern, vatandaşı ön planda tutan, tasarruf eden ve katılımcı devlet modeline bırakmıştır. Bu süreç ile ortaya çıkan elektronik devlet kavramı kamu yönetiminde birçok bilgi ve faaliyetin elektronik ortama taşınmasını ifade ederken, vatandaşların, işletmelerin, kamu çalışanlarının ve devletin birebir, aracısız olarak bu faaliyetlere ve bilgilere ulaşmasına imkan tanımıştır. Diğer bir anlatımla kamu hizmet ve bilgilerinin elektronik ortama taşınması ile bu bilgilere erişimde zaman ve mekan sınırı ortadan kalkmış, maliyetlerde tasarruf sağlanmış, vatandaşların kamu kurumları ile olan ilişkileri gelişmiş, yönetim yapılarında etkinlik sağlanmış, toplumsal ve kurumsal yaşama dair birçok fayda elde edilmiştir. Elektronik devlet anlayışının yerel yönetimlerdeki yansıması ise, elektronik belediye uygulamaları şeklinde ortaya çıkmıştır. Bilgi ve iletişim teknolojilerindeki gelişmelerin etkisiyle, yerel halkın artan ve çeşitlenen hizmet talepleri belediye hizmetlerinin daha fazla sorgulamasına neden olmuş ve belediyeleri bu konuda pratik ve hızlı çözümler üretmeye yöneltmiştir. Bu gelişmelerin ve belediyeler arasındaki rekabetin etkisiyle, bilgi ve iletişim teknolojilerinin yerel yönetim birimi olan belediyelerde kullanılması elektronik belediye uygulamalarının gelişmesini sağlamıştır. Bu çalışma ile elektronik devlet kavramından yola çıkılarak Türkiye’deki elektronik belediye uygulamalarının analiz edilmesi amaçlanmıştır. Çalışma kapsamında öncelikle, elektronik devlet ve elektronik belediye anlayışları konusunda teorik açıklamalara yer verilmiştir. Bu açıklamalardan sonra, Türkiye’de elektronik devlet anlayışının gelişim süreci ve elektronik belediye uygulamaları konusunda son yıllardaki gelişmelerden bahsedilmiştir. Çalışma kapsamında literatür taramasından yararlanılarak yapılan açıklamaların yanı sıra, elektronik belediye konusunda detaylı incelemeler yapabilmek amacıyla Antalya, Hatay ve Mersin Büyükşehir Belediyeleri’nin elektronik belediye uygulamaları ele alınmıştır. Bu kapsamda, Antalya, Hatay ve Mersin Büyükşehir Belediyeleri’nin web sayfaları aracılığıyla vatandaşlara sundukları hizmet ve bilgiler analiz edilmiştir.ANALYSIS OF E-GOVERNMENT CONCEPTION OF MUNICIPALITIES IN TURKEY: THE CASE OF METROPOLITAN MUNICIPALITIES WEB PAGEWith the widespread use of computers and information technologies in the public sector in the information age, states have entered into a restructuring process and the point of view of citizens towards states, their expectations from states and their relations with them have changed. In this direction, states using information and communication technologies have left the cumbersome and bureaucratic structures for a faster, transparent, modern, citizen-fronted, saving and participatory state model. The concept of electronic government that has emerged with this process, expressing to move many information and activities in the administrative processes to an electronic environment, allows citizens, businesses, public employees and the state to reach these activities and information without intermediaries. In other words, with the transfer of public services and information to the electronic environment, the time and space limitations have been lifted, the costs have been reduced, the citizens' relations with the public institutions have been improved, the management structures have been enhanced and many benefits in social and institutional lives have been obtained. The reflection of the concept of electronic government in local administrations has emerged as electronic municipality practices. Under the influence of developments in information and communication technologies, increased and diversified service demands of local people have led to further inquiries of municipal services and steered the municipalities to practical and quick solutions in this regard. With the impact of these developments, and the competition between municipalities has enabled the use of information and communication technologies in municipalities, and provided the electronic municipal applications to be developed. Starting from the concept of electronic government, it is aimed with this study to analyze the electronic municipality applications in Turkey. Within the scope of the study, theoretical explanations have been given about electronic government and electronic municipality understandings. After this explanation, the development process of electronic government concept in Turkey and developments in recent years and electronic municipality applications have been mentioned. Within the scope of the study, electronic municipality applications of the metropolitan municipalities Antalya, Hatay and Mersin have been discussed in order to conduct a detailed study on electronic municipality and explanations made by using literature review. In this context, the services and information these cities offer to their residents are analyzed with the help of web pages.
