Abstract

Planlama, Kalkınma Planı, Gelir Politikaları. ÖZET 7–9. KALKINMA PLANLARINDAKİ GELİR POLİTİKALARI Kalkınma planları, bir ülkenin gelecekle ilgili programını gösteren belgeler olması bakımından son derece önemlidir. Bu belgeler, aynı zamanda ülkenin çeşitli konularda öngörülerini ve hedeflerini yansıtmaktadır. Öngörülerin dışında kalkınma planlarındaki vazgeçilmez unsurlardan biri de gelir politikalarıdır. Bu çalışmada 7–9. Kalkınma Planlarındaki gelir politikaları incelenirken vergi gelirleri, fon gelirleri ve özelleştirme gelirlerine bakılmıştır. Bunların dışında kalan gelir unsurları çalışmanın dışında tutulmuştur. Bu çalışmadaki amaç, 1980 sonrası sürecin kalkınma planlarına ve kalkınma planlarındaki gelir politikalarına etkilerini incelemektir. Çalışmanın sonunda kalkınma planlarının değişime ayak uydurduğu görülmüştür. Gelir unsurlarından vergilerin ise dolaylı vergiler lehine değiştiği tespit edilmiştir. INCOME POLICIES in 7–9. DEVELOPMENT PLAN Income policies are extremely important for the reason about the documents showing future program of the country . These documents, at the same time reflect the predictions of the country on various topics and goals. Except forecasting one of the indispensable elements of the development plans is the income policies. In this study, during the time 7–9. Development Plan policies were being analysed income tax income, funds income, privatization income have been considered. The income elements outside of the these have been held out of this study. The aim of this study, to investigate the effects of development plans on incomes policies and development plans of the process after 1980. At the end of the study, development plans were adapted to the changes. It’s been identified that income taxes changed in fovour of indirect taxes elements.
