62 Numaralı Anadolu Ahkâm Defteri (Metin - Değerlendirme)

Abstract

Ahkâm Defterleri Divan-ı Hümayun'dan yazılan hükümlerin suretlerinin kaydedildiği defterlerdir. Şikâyet Defterleri ile aynı muhtevaya sahip olup onun daha ihtisaslaşmış halidir. Halkla devlet arasındaki şikâyet ve taleplerin nasıl olduğunu ve süreci görmemize yardımcı olmaktadır. Ancak tek taraflı bir yargıda bulunmak için yetersizdir. Farklı defter ve belgelerle desteklendiği zaman önemli bir tamamlayıcı olacaktır. Tezimizin konusu olan 62 numaralı Anadolu Ahkâm Defteri 39 varak olup 342 hükümden oluşmaktadır. Evâsıt-ı Şaban 1190-Evâsıt-ı Zilkade 1190 tarihleri arasında yazılmış üç aylık bir defterdir. Divani hattıyla yazılan hükümler Latin harflerine çevrilmiş ve günümüz Türkçesiyle özetlenmiştir. Sonunda tıpkıbasımı yer almaktadır. Küçük Kaynarca Antlaşması'ndan iki sene sonraya ait olduğundan döneminin sıkıntılarını görmek mümkündür. I. Abdülhamid dönemine ait bir defterdir. Hükümlerde gasp, hırsızlık, cinayet, vergi, nafaka, miras, vakıflar, berat yenilenmesi gibi konular vardır.

ABSTRACTStatute Books are the registers kept by the Imperial Diwan. Also the Complaints Registers have almost the same content, yet the latter have some specialties. They give us the chance to see the demands and complaints of the public and the response given by the governing body, as well as helping us see how the process worked. However, it is hard to attain a concrete notion just using those pieces.The 62 numbered Anatolian Statute Book is composed of 39 folios and holds 342 entries of register. It covers three months in between Shaban 1190 H – Dhu al-Qa'da 1190. Written down with diwani script the text has been transcribed and the summary of the registers are given. At the end of the study follows the facsimile of the book.As it is kept under the reign of Abdulhamid I and just two years after the notorious Treaty of Küçük Kaynarca (Treaty of Kuchuk-Kainarji) it is possible to follow the hardships experienced by the state and the people. The registers have a variety of subjects such as usurpation, theft, murder, tax, alimony, legacy, waqfs and warrant renewals etc.
