Abstract

letnâme, İstimâlet Siyaseti ÖZET FERÎDÛN BEY'İN MÜNŞEÂT MECMUASI'NDA BULUNAN İSTİMÂLETNÂMELER ve OSMANLI'DA İSTİMÂLET SİYÂSETİ Osmanlı istimâlet siyâseti, çok yönlü olarak kullanılan bir gönül alma ve yönlendirme siyâsetidir. Bu gönül alma ve yönlendirme de muhatabın konumuna göre bazen maddî olarak verilen şeylerle, bazen de yüreklendirici ve iltifat dolu sözlerle gerçekleştirilmektedir. Bu tezde, Münşeâtü's-selâtin'deki istimâletnâleri esas alarak ve diğer tarihî kaynaklara da başvurarak istimâlet siyasetinin kavramsal içeriğin bu eserlerde kendini nasıl gösterdiğini ortaya koymaya çalıştık. İlk bölümde istimâletin Osmanlı tarih kaynaklarında nasıl yer bulduğunu inceleyip istimâlet siyâseti ve kapsamı hakkında bilgi verdik. İkinci bölümde Ferîdûn Bey'in Münşeât'ında bulunan istimâletnâlerin üslûp ve muhtevâsı hakkında bilgi verip yeni harflerimize çevirdiğimiz metinleri aktardık. Bu metineleri incelediğimizde bu istimâlet içerikli metinlerin genel olarak yöneticilere gönderildiğini, halkın devlete bağlığını artıracak bir takım kaideri içerdiğini ve muhatabın da gönlünü alacak bir üslûpla kaleme alındığını gözlemledik. Bu araştırmamızda Osmanlı'da istimâlet siyâsetini farklı yönleriyle inceleyerek istimâletin tanımı, yöntemleri ve kapsamı hakkında bilgi verdik. let letters, İstimâlet Policy

İSTİMALETS İN FERİDUN'S BEY'S MUNSHEAT BOOK AND İSTİMALET POLİCY İN OTTOMAN STATE Ottoman istimâlet policy wich was used diversely making people happy and satisfied and leading them during this process, according to the situation of the correspondents, in some cases material gifts are used and in other cases comliments are made. İn this thesis, we have tried to in troduce istimaletnames in Münseatü's- selatin by applying other historical sources in the first part, we have examined the istimalet policy in the Ottoman sources. Then we have given informatioan about istimalet policy and its varieties. İn the second part, we have given the istimaletnames policy and its in Feridun Bey's Münseat. Then we have introduced when we have examined the texts, we have observed that these istimâlets were mostly sent to the governers. We have also obseved that they were written sucha way that they made the citizens to obey the state and made the correspondents satisfied whit them. İn this research we have given the introduction of istimales, their methods and their contents by examining the istimalet policy in Ottoman in various ways.
