Publication: The place of China in the Trump era US human rights reports
Abstract
ABD ile Çin ilişkileri Donald Trump'ın 2016 yılında ABD Başkanı olması ile birlikte oldukça gergin bir hal almıştır. Bu ilişkiler 2018 yılında Ticaret Savaş'larının başlamasıyla en gergin dönemini yaşamıştır. Aynı zamanda Çin Devleti'nin Sincan Uygur Özerk Bölgesi’nde Uygur'lara yönelik önemli insan hakları ihalleri bulunmaktadır. Bu noktada Tez, Trump'ın ABD Başkanlığı sürecinde, Çin'in Sincan Uygur Özerk Bölgesi’ndeki insan hakları ihallerinin ABD İnsan hakları raporlarında nasıl yer aldığını ve ABD'nin raporlar ile bu durumu Çin'e karşı nasıl araçsallaştırdığını problematize etmiştir. Tezde 2017 Country Reports on Human Rights Practices, the 2018 Country Reports on Human Rights Practices, and the 2019 Country Reports on Human Rights Practices'ı incelenmiştir. Raporlar incelenirken Nitel içerik analizi yöntemi kullanılmıştır. Sincan Uygur Özerk Bölgesi’ndeki ihlallerin demokratik değerler, uluslararası örgütler ve küresel baskı açısından Çin'e karşı güçlü bir şekilde vurgulandığı ve araçsallaştırıldığı tespit edilmiştir. Bu çalışmada ABD’nin, Çin’in Sincan Uygur Özerk Bölgesi’ndeki insan hakları ihallerini 2017-2020 yılları arasındaki insan hakları raporlarında Çin’e karşı araçsallaştırıldığı iddia edilmektedir.
Relations between the US and China have become quite tense since Donald Trump became the US President in 2016. These relations reached their most tense period with the start of the Trade War in 2018. At the same time, the Chinese government has committed significant human rights violations against the Uighurs in the Xinjiang Uighur Autonomous Region (XUAR). The thesis explores how China's violations of human rights in the XUAR were reported in US Human Rights Reports under President Trump and how the US instrumentalizes this situation against China through the reports. The 2017 Country Reports on Human Rights Practices, the 2018 Country Reports on Human Rights Practices, and the 2019 Country Reports on Human Rights Practices were analyzed in the thesis. Qualitative content analysis method was used to analyze the reports. It was discovered that the XUAR's transgressions were heavily highlighted and used as leverage against China in terms of international organizations, democratic principles, and international pressure. The thesis contends that in its human rights reports from 2017 to 2020, the US instrumentalized China's human rights violations in the XUAR as leverage against China.
