Nizamülmülk'ün siyaset teorisi ve pratiği

Abstract

Türk tarihi büyük hadiselere, kudretli isimlere, tesirli eserlere sahip bir müktesebatla öne çıkan bir tarihtir. Bu tarihin içerisindeki hadiselerin hem içe hem de dışa dönük birçok dönüşüme ve değişime sebep olduğu görülmüştür. Selçuklu tarihi bu tarihin dönüşümlerinin ve değişimlerinin en çok yaşandığı devirdir. İnançtan kültüre, devlet aygıtından coğrafyaya kadar birçok farklılaşmaya gidilen bu dönem, incelendiği takdirde Türk tarihinin öncesini ve sonrasını anlamakta oldukça yarar sağlamaktadır. İşbu özelliğinden dolayı Selçuklu tarihi dikkat çekmektedir. İslâmlaşma dönemlerinin kudreti sorgulanmaz bu devleti, ortaya koyduğu çalışmalar ve teşebbüsleriyle Türk İslâm devletlerine öncülük etmiştir. Bu öncülüğüne sultanların katkıları kadar bir ismin daha katkısı göz ardı edilemezdi, o isim de vezir Nizamülmülk’tür. Daha Alparslan tahta çıkmadan onun yanına “baba” olarak verilen vezir, Alparslan’ın tahta çıkması ile faaliyetlerin büyük bölümünde sorumluluğu almış, ilerleyen süreçte ve özellikle Melikşah döneminde en kilit isim olmayı başarmıştır. Böyle olunca Selçuklu tarihine dikkat kesilen bir araştırmacının Nizamülmülk’ün faaliyetlerini dikkate almadan Selçukluları anlaması muhaldir. Nizamülmülk’ün Siyasetname adlı eserine bakınca Selçuklu Devleti’nin nasıl güçlendiğini ve niçin bu faaliyetlere girdiğini görmekteyiz. Eğitimden toprağa, toplumdan orduya birçok meseleye yoğunlaşan vezir, geçilecek yeni düzene nasıl uyum sağlanacağını ve işlerin nasıl yürütüleceğini göstermektedir. Eserinde eksik kalanlar faaliyetleriyle tamamlanmakta, faaliyetlerine giriştiği işlerin teorik arka planıyla da eserinde karşılaşmaktayız. Biz bu çalışmada Selçuklu öncesi Türk tarihini inceleyip Selçuklu döneminde gerçekleşen tekâmülün nasıl meydana geldiğini, Nizamülmülk’ün de teori ve pratikte neler yaptığını gösterdik ve böylece hem bir dönemi anlamaya çalışırken bir ismi ve eseri değerlendirdik.

Turkish history is a history that stands out with an acquis that has great events, powerful names and influential works. It has been seen that the events in this history caused many transformations and changes both internally and externally. Seljuk history is the period in which the transformations and changes of this history are experienced the most. This period, which has undergone many differentiations from belief to culture, from state apparatus to geography, is very useful to understand the before and after of Turkish history, if examined. Because of this feature, Seljuk history draws attention. The power of the Islamization periods is unquestionable, and this state pioneered the Turkish-Islamic states with its efforts and initiatives. The contribution of another name could not be ignored as much as the contributions of the sultans to this leadership, that name is the vizier Nizamülmülk. The vizier, who was given as father to Alparslan before he ascended the throne, took responsibility for most of the activities with Alparslan's accession to the throne, and managed to become the most key figure in the following process and especially during the Melikşah period. Therefore, it is impossible for a researcher who pays attention to Seljuk history to understand the Seljuks without considering the activities of Nizamülmülk. When we look at Nizamülmülk's work named Siyasetname, we see how the Seljuk State got stronger and why it started these activities. Concentrating on many issues from education to land, from society to the army, the vizier shows how to adapt to the new order to be passed and how to conduct business. What is missing in his work is completed with his activities, and we encounter the theoretical background of his works in his work. In this study, we examined the Turkish and Islamic history before the Seljuk and showed how the evolution that took place in the Seljuk period took place, and what Nizamülmülk did in theory and practice, so we evaluated a name and a work while trying to understand a period.
