Türkiye'de yerel basının gelişimi, sorunları ve geleceğine yönelik öngörüler Bingöl yerel basın örneği

Abstract

Yerel basın bilhassa yerel gazeteler, Anadolu’da ileri demokrasi, işleyen birkamuoyu ve kentlileşme olgularını tahsis eden kurumların başında gelmektedir. Dünya’da dadurum böyledir. Özellikle ileri demokrasi ile yönetilen ülkelerde yerel basın gelişmişlikaçısından yaygın basından aşağı kalmamaktadır hatta bazı ülkelerde yerel basın işletmeleriyaygın basın işletmelerinden çok daha gelişmiş vaziyettedir. Ancak Anadolu’da durum herzaman farklı olmuştur. Özellikle Osmanlı son dönemleri ve Milli Mücadele dönemindeönemli görevler üstlenen yerel basın; Cumhuriyetin erken dönemlerinden itibaren hem kanunisınırlamalar hem de karşılaştığı ağır sorunlardan dolayı bu önemini yitirmiştir. Günümüzdebirkaç ilde faaliyet gösteren birkaç yerel gazete dışında ulusal basına karşı direnebilen yerelgazete görülememektedir. Sermaye sorunu başta olmak üzere yetersiz kalifiye personel veyetersiz teknolojik alt yapı gibi pek çok sorunla boğuşan yerel basın; bu yönleriyle çalışmanıntemelini oluşturmuştur. Zikredilen sorunlar ve yerel basın özellikleri Bingöl yerel basınıözelinde araştırılmış, gazete sahipleri ile mülakatlar yapılarak bu sorunlara çözüm önerilerisunulmaya çalışılmıştır. Çalışmaya göre yerel basının temel sorunlarını; sermaye yetersizliği,niteliksiz personel ve teknolojik alt yapı yetersizliği oluşturmuştur. Ayrıca bir yerel gazetede,tüm gelirler içerisinde en büyük payı resmi ilandan gelen gelirlerin oluşturması, resmi ilanabağımlı bir yerel gazetecilik yapısını da olduğunu kanıtlamaktadır. Bingöl yerel basınıözelinde yapılan bu çalışma; yerel gazeteciliğe ait hafızanın elde edilmesi adına önem taşıyanbir kaynak olma özelliği taşımaktadır.

Local press and especially local newspapers is the main institution that allocates thefeatures like an advanced democracy, a working public opinion and urbanization. Thesituation is just the same in the world. Especially in the countries that have an advanceddemocracy, the local press is not less developed than national press. Even in some countriesthe local press is more developed than national press. But in Anatolia, the situation wasalways different. Although the local press that undertakes very important duties at the lastyears of the Ottoman Empire and days of the War of Independence it has lost its importancebecause of both the legal limitations and big problems that was faced. Today there is no localnewspapers which are stands against national press, except many few numbers of newspaperswhich are active in a few cities. Local press grapples with many problems like the problem ofcapital as the main problem, lack of qualified personnel and insufficient substructure. With allthese problems local press are underpin my working. The problem of local press’scharacteristics are researched at specifically Bingöl city. Solution offerings are searched withthe interviews with newspaper owners and presented. According to working the mainproblems of local press are lack of capital, unqualified personnel and technologicalinsufficiency of the substructure. Also, among a local newspaper’s income, the biggest sharebelongs to official announcements. This situation proves us to local newspapers are dependenton official announcements. The working that made specifically on Bingöl is a source forgetting the list of important workings about the local press.
