Neoliberal dönüşüm sürecinde eğitimde istihdamın değişen yapısı

Abstract

Bu çalışmada, Kapitalist üretim sisteminde ortaya çıkan krizlerle birlikte uygulanan mevcut sermaye birikim sürecinde yaşanan değişimler ve bu değişimlerin eğitime ve Türkiye’de eğitimde istihdam edilen öğretmenlerin istihdam şekilleri üzerine etkisi incelenmiştir. Bu doğrultuda 1970’li yıllarda sermaye birikim rejiminde ortaya çıkan tıkanıklığı aşmak noktasında neoliberal politikalar gündeme getirilmiştir. Neoliberal politikalar, devletin ekonomi içerisindeki konumundan, emek piyasasında yaşanan esnekleştirme ve güvencesizleştirmeye kadar birçok başlıkta etkili olmuştur. Neoliberal politikalar ekseninde yeniden örgütlenen eğitim sistemi, hem neoliberal ideoloji tarafından yeninde üretilirken hem de bu politikalar ekseninde eğitimin istihdam yapısı dönüştürülmüştür. Eğitimin bir “hak” olmaktan çıkartılıp, piyasada işlem gören bir “meta”ya dönüşme süreci ile birlikte artık eğitim sistemi kâr odaklı bir anlayışla yönetilmeye başlanmıştır. Neoliberal politikalardan eğitim sistemi ile birlikte, eğitimin sisteminin öznelerinden olan öğretmenlerin istihdamını da etkilemiştir. Bu süreç ile birlikte öğretmen istihdamı görece esnek olmayan güvenceli bir yapıdan, güvencesiz ve esnek olarak adlandırılabilecek “sözleşmeli”, “ücretli”, “vekil” öğretmenlik adı adları altında istihdam türleri ortaya çıkmıştır.

In this study, an analysis was conducted of the emerging crises experienced in the capitalist production system, the changes in the processes of the current system of the accumulation of capital, and the effect of these changes on education, along with the forms of employment of the teachers within the education system in Turkey. In response to this, neoliberal policies were revived in order to overcome the emerging stagnation within the regime of capital accumulation in the 1970s. Neoliberal policies were effective in many areas of the economic position of the state, such as the elasticising of the labour market and measures implemented to combat unsecured work. The reorganised education system in the context of neoliberal policies has been both converted and reproduced by neoliberal ideology and the employment structure with the education sector, together with related policies. An education system has been introduced adopting a by-profit-oriented approach, resulting in a process of it becoming a trade commodity rather than purely a right from that point on. Neoliberal policies have affected not only the education system, but also the employment of teachers, who are the subjects of the same system. Along with this process, the employment of teachers has been transformed from a relatively inelastic and secure structure, to an elastic, insecure structure - namely “contracted”, “waged” and “substitute” tutorship.
