Özel askeri sektör ve Orta Doğu’daki faaliyetleri

Abstract

Muharip askeri güç ihtiyacının dış kaynaktan tedarik edilmesi tarih boyunca farklı şekillerde tezahür etmiştir. Münferit paralı askerlerden ilkel muharip askeri şirketlere kadar pek çok yapı uygarlığın gelişimiyle paralel olarak dönemin siyasi, ekonomik ve sosyal zeminine uygun olarak askeri yapı içerisinde yer almıştır.Günümüzde ise hem muharebe yeteneği hem de askeri hizmetleri arz eden bir özel askeri sektör oluşmuş durumdadır. Neoliberal paradigma ve postfordist üretim yapısının bir fonksiyonu olan askeri hizmetlerin dış kaynaktan tedarik edilmesi, devlet işlevlerinin yeniden tanımlanarak daha fazla türdeki hizmetin piyasa tarafından sağlanması düşüncesinin doğal bir sonucudur. Askeri harekatın herhangi bir safhasındaki muharip, muharebe destek ve hizmet desteği görevleri günümüzde özel askeri sektör tarafından verilebilmektedir. Özel askeri sektör faaliyetlerinin Orta Doğu özelinde inceleneceği bu çalışmada askeri hizmetin ticari aktörlerce arz edilmesinin süreç içerisindeki dönüşümü ve bunun altında yatan nedenleri açıklanarak özel askeri şirket faaliyetleri genel hatları ortaya konulduktan sonra ülkelerin gelir seviyeleri ile arasında bir ilişki olduğu düşünülen talep edilen askeri hizmetler, sektörün Orta Doğu bölgesindeki faaliyetleri üzerinden incelenecektir.The outsourcing of combat force demand had appeared in different forms within historical process. Starting with mercenaries to primitive forms of the first private military companies, many structures took part in military structure proper with the economic, politic and social grounds of the era.A private military sector had occured either combat skills or military services recent days. The outsourcing of military services, which is a derivation of neoliberal paradigm and postfordist production method, natural result of providing of more kinds of services from the market by redefining functions of state. Combat force, combat support and services support duties on any stage of military operation can be supplied by private military sector.In this work, private military sector activities are examined and explained that the transmission in process of presentation of the military services by trademan. Moreover, the underlying causes will be explained and the general activities of private military companies will be revealed. In this context, requested military services, which are thought to be a relationship between countries’ income levels will be examined throught their activities in the sector of the Middle East.
