TS EN ISO/ IEC 17025: 2000 Standardının deney laboratuvarlarında uygulanması

Abstract

Bilindiği gibi, günümüzde ürün ve hizmet çeşidinin artması, hem ülkeler arası ticaret koşullarının hem de tüketici güvenliğinin önemini de artırmaktadır. Deney, muayene ve belgelendirme çalışmalarının ülkeden ülkeye farklı olmaması için, Avrupa Birliği (AB), üye ülkelerin akreditasyon sistemini kurmasını zorunlu kılmaktadır. AB'ye girmek için aday olan ülkemizde, akreditasyon sistemini kurma görevini yerine getirmek üzere Türk Akreditasyon Kurumu (TÜRKAK) kurulmuştur. TÜRKAK'ın görevlerinden biriside, ülkemizde laboratuvar akreditasyon sitemini kurmaktır. Böylece, laboratuvarlarımızın verdiği sonuç belgelerinin uluslararası geçerliliği ve itibarı artacaktır. Laboratuvar akreditasyonu için kriter olarak TS EN ISO/ IEC 17025:2000 Deney ve Kalibrasyon Laboratuvarlarının Yeterliliği İçin Genel Şartlar standardını kullanmaktadır. Bu standardın maddeleri, standardın deney laboratuvarlarında uygulanması için açıklanmıştır. Çalışmamızın her bir bölümünde verilen konular genel olarak şu şekilde özetlenebilir: 1.Bölümde, laboratuvar akreditasyon kavramı, önemi ve faydaları ile akreditasyonun günümüze kadar ki tarihsel gelişimi açıklanmıştır. 2. bölümde, uluslararası deney ve kalibrasyon laboratuvarları için akreditasyon sisteminin kriterlerini teşkil eden TS EN ISO/ IEC 17025 standardı verilmiştir. 3.Bölümde, bu standardın deney laboratuvarlarında uygulanması aşamasında faydalanılabilecek açıklamalar (yorumlar) verilmiştir. 4. bölümde ise, laboratuvar akreditasyon standardının getireceği faydalar ve bu konuda ülkemizde yaşanan zorluklar ifade edilmiştir.

Recently, because there are more products and services available than ever before, the importance of not only international trade's regulations but also cunsumer protection is getting increasing. Europen Union's (EU) fellow countries were obligated to organize their accredition system by EU for applying the same testing, inspection and certification regulaitons in Europe. For this reason, Turkish Accreditation Body (TURKAK) was founded. One of the TURKAK's jobs is the organizating of the laboratory accreditation system in Turkey. Therefore, the test report received from any testing lab, accredited from TURKAK, has international acceptability. The criteria of the laboratory accreditation is the standard TS EN ISO/ IEC 17025:2000 General Requirements for the Competence of Testing and Calibration Laboratories. This standard's clauses are explained for the implementation of this standard in testing laboratories. Main topics of this study can be summarized as follows: In the first chapter, the meaning, importancy and advantages of the laboratory accreditation and its history are stated. In the second chapter, the standard TS EN ISO/ IEC 17025:May 2000 General Requirements for the Competency of Testing and calibration laboratories, is given. In the third chapter, some explanations about the implementation of the mentioned standard in testing laboratories is given. In the forth chapter, the advantages and difficulties in implementation of this standard are explained. i
