6 Şubat depremlerinin ardından toplumsal cinsiyet ve kadın hakları perspektifinden bir değerlendirme

Abstract

6 Şubat 2023 tarihinde Türkiye’nin 11 ilinde yaşanan depremlerin ardından, deprem kuşağında bulunan ve yakın tarihinde bu nedenle çok ciddi kayıplar vermiş olan ülkemizde, önceki deneyimlerden ders çıkarılmadığına toplumun tüm kesimleri tanık olmuştur. Çalışma, toplumsal cinsiyet ve kadın hakları perspektifinden, bu depremleri izleyen süreçte ortaya çıkan eksik ve hatalı uygulamaları değerlendirmektedir. Yaşanan yıkımın boyutları, etkilenen nüfusun büyüklüğü ve coğrafyanın genişliği, afet sonrası “iyileş(tir)me ve yeniden inşa” sürecinin zamana yayılacağı saptamasına dayanarak, çalışmanın amacı, mevcut durumun toplumsal cinsiyet perspektifinden nesnel bir değerlendirmesini yapmaktadır. Böylece sorunlu ve eksik müdahale ve uygulamaların yanında, uluslararası ve ulusal düzenlemelerin gerektirdiği standartlarla bağdaşmayan yaklaşımların da deşifre edilmesi sağlanacak ve afet riski yönetimine ilişkin planlama, mevzuat ve yönetmeliklerle, sahadaki uygulamaların toplumsal cinsiyet eşitliğinin sağlanmasına yönelik dönüştürülmesi ve iyileştirilmesine dönük tartışmaya katkı sunulmaktır. Bu kapsamda, afet çalışmalarında benimsenen afet öncesi, afet sırası ve afet sonrası aşamaları takip edilmektedir. Bu metinde, toplumsal cinsiyet perspektifinden afetleri inceleyen akademik literatür ve benzer bir yaklaşımı benimseyen uluslararası düzenlemelere dayanarak bir çerçeve oluşturulmuştur ve Türkiye’deki afet strateji ve eylem planları ile ilgili mevzuat irdelenmektedir. Daha sonra ise konu ile ilgili alanda çalışmalar yürüten STK’ların raporlarına dayanarak, deprem sonrası durum tespitine odaklanılmaktadır. Son olarak toplumsal cinsiyet ve kadın haklarına duyarlı bir afet yönetimine dair önerilere yer verilmektedir.

Following the earthquakes in 11 provinces of Turkey on February 6, 2023, all segments of the society have witnessed that lessons have not been learned from previous experiences in our country, which is in the earthquake zone and has suffered very serious losses in its recent history for this reason. Thisstudy evaluates the incomplete and erroneous practices that emerged following these earthquakes from the perspective of gender and women's rights. The aim is to make an objective assessment of the current situation from a gender perspective based on the extent of the destruction experienced, the number of the affected population and the size of the geography and given that the post-disaster "recovery and reconstruction" process will be spread over time. Thus, in addition to problematic and incomplete interventions and practices, approaches that are incompatible with the standards required by international and national regulations are deciphered and contribution is made to the discussion on planning, legislation and regulations on disaster risk management and the transformation and improvement of practices within the field to ensure gender equality. In this context, the pre-, during, and post-disaster stages adopted in disaster studies are followed. A framework is established based on assessments and discussions, academic literature examining disasters from a gender perspective and international regulations adopting a similar approach, followed by legislation on disaster strategy and action plans in Turkey. Then, postearthquake assessment is focused upon based on the reports of NGOs working in the relevant field. Finally, recommendations for disaster management sensitive to gender and women's rights are provided.
