Özel eğitim meslek okullarının mevzuatına ilişkin okul yöneticilerinin görüşlerinin incelenmesi

Abstract

ÖZETÖZEL EĞİTİM MESLEK OKULLARININ MEVZUATINA İLİŞKİN OKUL YÖNETİCİLERİNİN GÖRÜŞLERİNİN İNCELENMESİBu araştırmanın temel amacı; özel eğitimmeslek okulları mevzuatınınözel eğitim meslek okulu yönetici görüşleri bağlamında incelenmesidir. Kavramsal çerçevesi literatür taraması yapılarak oluşturulan araştırma, nitel bir çalışmadır. Nitel araştırma genelde kuram oluşturma amacıyla sosyal olguları içindeki bulundukları yere göre araştırıp anlamaya çalışan bir yaklaşımdır. Araştırmanın çalışma grubu İstanbul ili Anadolu Yakasında bulunan Özel Eğitim Meslek Okullarında çalışan 15 okul yöneticisinden oluşmaktadır. Uzman görüşü alınarak hazırlanmış yarı yapılandırılmış görüşme formu kullanılarak görüşme tekniğiyle veriler toplanmıştır.Yapılan analiz sonucunda ana tema, alt tema ve kodlara ulaşılmıştır.Ana temalar: ‘Özel Eğitim Mevzuatının Amaçları-İlkeleri, Tanımları, Kapsam ve Dayanağı’,‘Eğitim Hizmetleri Tür-Kademeler, Kurumlar, Tanılama ve Yerleştirme’,’Personel (Öğretmen, Müdür, Müdür Yardımcıları)Yeterlilikleri, Görev ve Sorumlulukları’, ‘Öğrenci İş ve İşlemleri’,’İstihdam, Yöneltme ve İzleme İşlemleri ve Kurumları’dır. Araştırma sonucunda özel eğitim meslek okullarında yasaların uygulamaya geçmesinde farklı değişkenlere bağlı sorunlar olmasıyla beraber, mevzuatta çelişkili ifadeler, tanımlama yanlışlıkları, boşluklar ve güncellenmesi gereken yerler olduğu saptanmıştır. Ayrıca özel eğitim meslek okulunun statü sorunu yaşadığı, özel eğitim öğrencilerinin istihdam oranlarının az olduğu ve takiplerinin yapılmadığı, alan dışı öğretmenlerin özel eğitimde çalışma yeterlilikleri olmadığından eğitim almaları gerektiğine dair sonuçlara varılmıştır.Bu bulgular neticesinde araştırmacılara ve uygulayıcılara önerilerde bulunulmuştur.ABSTRACTEXAMINATION OF SCHOOL ADMINISTRATORS’ PERCEPTİON ON LEGISLATION OF SPECIAL EDUCATION VOCATIONAL SCHOOLThe main purpose of this research is; Special education vocational schools legislation is examined in the context of special education vocational school administrators' views.Qualitative method has been preffered in this study. Qualitative method studies are aproach that tries to investigate and understand where social phenomena exist in the theory building environment. The study group of the research consists of 15 school administrators all working in Special Education Vocational Schools located on the Anatolian of Istanbul. The interviews conducted by the researcher were made using the semi-structured interview form prepared by taking expert opinion and recorded on a voice recorder application of a mobile phone. Recordings have been transcribed and divided into main themes, themes and codes. With the content analysis, generalizations were tried to be reached within the context of main themes. These main themes are Objectives, Principles, Definitions, Scope and Basis of Special Education Legislation, Kind Types of Educational Services, Institutions, Diagnosis and Placement,, Staff Qualifications, Duties and Responsibilities of Staff (Teacher, Director, Assistant Director),, ' Student Affairs and Procedures 'Employment, Direction and Monitoring Procedures and Institutions'.As a result of the research, although there were problems due to different variables in the implementation of laws in special education vocational schools, it has been determined that there are contradictory statements, deficiencies in identification, voids and issues that need to be updated. In addition, it was concluded that the special education vocational schools have a status problem, the employment rates of the special education students are low and the supervision is not being done and teachers who are not originally special education teachers need to be reinformed and educated. As a result of these findings, recommendations were made to researchers and practitioners.
