Hayat sigortalarının dünyadaki uygulamaları ve Türkiye ile İngiltere sigorta sektörlerinin karşılaştırılması

Abstract

Bu çalısmada, ekonomilerin sürükleyici gücü ve gelismislik derecesinin göstergesi olan sigorta sektörünün Türkiye’deki durumu incelenmis olup, bununla birlikte sigortacılık alanında dünden bugüne kat ettigimiz yolun ve günümüzde erisilen noktanın daha iyi anlasılabilmesi için sektör verilerinin yabancı ülke istatistikleriyle mukayeseli karsılastırması da yapılmaktadır. Bu esnada da sigortanın önemli iki bransından biri olan hayat sigortaları üzerinde yogunlasılarak bu bransın ülkemizdeki uygulamaları incelenecektir. Bu çalısma kanımca sektörde yasanan sorunların daha iyi irdelenebilmesi ve etkin çözüm yollarının üretilebilmesi açısından faydalı olacaktır. Tezin birinci bölümde sigorta kavramı ve üstlendigi fonksiyonlar ele alınmıs, ardından da sigortanın hayat bransı üzerinde yogunlasılarak hayat sigortalarının genel bir tanımı ile hayat poliçesinin tarafları anlatılmıstır. Hayat sigortalarını hayat dısı sigortalardan ayıran farklılıklara deginilmis bölümün sonunda ise hayat bransının gelisimini engelleyen sebepler ile hayat sigortalarını yönlendiren faktörler üzerinde tartısılmıstır. kinci bölümde Avrupa Birligi’nde ve özellikle de ngiltere’deki hayat sigortacılıgı üzerinde yogunlasılmıstır. Öncelikle hayat bransının Avrupa’daki tarihsel gelisimine deginilmis daha sonra da AB’de hayat sigortası sektörü hem yasal çerçevede hem de istatistiksel verilerin yardımıyla analiz edilmistir. kinci bölümün sonunda ise Avrupa’da sigorta pazarında lider ülke konumundaki ngiltere’nin hayat bransı ele alınmıs sektördeki denetleme mekanizması, hayat sirketleri, pazar payları ve poliçe satıslarında kullanılan dagıtım kanalları ve emeklilik sistemi üzerinde durulmustur. Üçüncü ve son bölümde ise Türkiye’de Hayat Sigorta Sektör’ü incelenmistir. lk olarak Türkiye’de hayat sigortacılıgın tarihsel gelisimi anlatılmıs ve ülkemizde uygulanmakta olan hayat sigortası türlerine deginilmistir. Bu genel bilgilendirmenin ardından Türkiye’de sigorta sektörünün hayat bransının günümüz itibariyle içinde bulundugu durum ve dünya genelinde ülkeler bazında geldigimiz nokta istatistiki veriler ısıgında analiz edilmistir. Bununla birlikte hayat sigorta sektöründeki yasal düzenlemelere deginilmis hayat sigortası yönetmeligi incelenmistir Üçüncü bölümün sonunda ngiltere ile Türkiye’nin Hayat Sigortası Sektörleri sayısal degerlerin de yardımıyla mukayese edilmistir. Sonuç bölümünde ise yapılan karsılastırma sonucunda ortaya çıkan ve günümüzde Türk Sigorta Sektörü’nün hayat bransında karsılastıgı problemler tespit edilmis, sektörün gelisiminde engel teskil eden bu sorunlara karsı alınabilecek önlemler ve izlenmesi gereken çözüm yolları tartısılmıstır.

In this study, conditions of the insurance sector which is the driving force of economies and an indicator of the level of development has been reviewed for Turkish marketplace and, in addition, sector data have also been compared with foreign country statistics in order to better understand both the current place and the route covered from the past until present in the area of insurance business. At the same time, by focusing on life insurance which is one of the two significant branches of insurance business, the applications of this branch in Turkey shall be reviewed. In my opinion, this study shall provide benefits from the standpoint of being able to better explicate the problems experienced in the sector and to produce effective ways of solution. In the first section of the thesis, the concept of insurance and its functions have been emphasized, and then, by focusing on life insurance branch of insurance, a general definition of life insurance and parties of a life insurance policy have been explained. Following an emphasis on the points that differentiate life insurance from non-life insurances, reasons that prevent development of life insurance branch and factors which govern life insurances have been discussed. In the second section, study concentrates on life insurance business in the European Union, and particularly in England. Primarily, historical development of life insurance branch in Europe has been mentioned and then life insurance sector in the EU has been analysed both in legal framework and by the aid of statistical data. At the end of the second section, life insurance branch in England, which is the leading country in the European insurance market has been studied; control mechanisms in the sector, life insurance companies, their market shares, distribution channels used in policy sales and post-retirement benefit system have been discussed. In the third, and the last, section, Life Insurance Sector in Turkey has been reviewed. Firstly, historical development of life insurance business in Turkey has been explained and types of life insurance applicable in Turkey have been mentioned. Following these general information, current conditions of life insurance branch of insurance sector in Turkey and our current position among countries worldwide have been analysed in the light of statistical data. Additionally, legal arrangements regarding life insurance sector have been noted and life insurance regulation has been reviewed. At the end of the third section, Life Insurance Sectors in England and Turkey have been compared by the aid of numerical values. In the conclusion, problems Turkish Insurance Sector currently faces in life insurance branch and which arose as a result of comparisons made have been determined, measures that may be taken against these problems that prevent development of the sector and solutions that should be followed have been discussed.
