Decentralisation in the Middle East : towards a regional model

Abstract

Ortadoğu’da on yıllardır süren etnik köken, din ve realpolitik bazlı rekabet ve düşmanlıktan kaynaklanan devlet içi ve devletler arası şiddet birçok yazarı bu durumun sebeplerini düşünmeye ve ona çözüm bulmaya itmektedir. Bu konuda çeşitli çözüm önerileri sunulsa da ülkelerin otantik koşulları ele alınıp bölgedeki sistemsel sorunlar sorgulanmamaktadır. Bu çalışma, söz konusu eksikliği gidermeyi hedefleyen bir sorgulamadır. Bölgedeki pek çok ülkenin sömürü sonrası üniter ulus-devletler olarak inşa edildiğinin farkında olup, merkezsizleştirmeyi/ adem-i merkeziyeti mevcut sistemsel problemleri çözümleyecek bir hipotez olarak ileri sürmektedir. Bu sebeple, ilk olarak merkezsizleştirmenin Ortadoğu ülkeleri için uygun ve yararlı olup olmadığı sorgulanmaktadır. Bu noktada araştırılan nedenler iki ana kategoriye ayrıştırılmıştır: tarihi nedenler (bölgenin eski rejimlerinin yönetim geleneği ve ulus-devletin tanıtılma yolu) ve çağdaş nedenler (toplulukların heterojen yapısı ve merkezsizleştirmenin siyasi sisteme, uluslararası ilişkilere ve ekonomiye varsayılan katkılarıdır). İkincisi ise Ortadoğu ülkeleri için normatif fakat ampirik verilere dayalı merkezsizleştirme modeli oluşturmaya çalışmaktır. Bu model birkaç modülden oluşup, çeşitli ülkelerin gereksinimlerini ve arzularını karşılamak üzere olabildiğince esnek bir şekilde tasarlanmıştır. Merkezsizleştirmeyi geçerli alternatif olarak kılacak sebeplerin araştırılması ve onun nasıl hayata geçirilebildiğine dair fikirlerin yürütülmesi belli doğal haklara dayalı kuramsal çerçeve kapsamında yapılmaktadır.

The decades of intrastate and interstate violence rooted in ethnic, religious, and realpolitik rivalry and hostility in the Middle East have caused many authors to contemplate the reasons for such a state of affairs and seek the solutions to end it. While many such solutions were proposed so far, they mostly addressed the country-specific circumstances without asking for systemic issues in the region. In this work, the author attempts to make up for this deficiency. Seeing that most states in the region were formed as unitary nation-states in the post-colonial period, he hypothesises that possibly, decentralisation could be an answer to some of the woes of the current system. To do so, he first asks why decentralisation could be a suitable and beneficial process for these polities. The reasons investigated here could be divided into two major categories: historical – the tradition of governance in the region's ancien regimes and the way nation-state was introduced, and contemporary – such as the heterogeneity of societies, and supposed benefits of decentralisation for the political system, international relations, and economy. Secondly, the author attempts to establish a normative yet empirically supported model of decentralisation for Middle Eastern states. The model is made of several modules and is designed as flexible enough to adapt to the varying needs and desires of various states in the region. The inquiry into the reasons which could support decentralisation as a viable alternative and the considerations on how to implement it are all conducted within a certain, natural rights-based theoretical framework.
