Yeni kamu yönetimi düşüncesinin yerel yönetimlere etkileri

Abstract

Yirminci yüzyılın ikinci yarısından itibaren yönetim alanında yaşanan gelişmeler, geleneksel kamu yönetimi düşüncesinin yerini yeni kamu yönetimi düşüncesine bırakmasını beraberinde getirmiştir. Yeni kamu yönetimi düşüncesinin yerel yönetimlere olan etkilerinin belirlenmesi, bu çalışmanın temel amacını oluşturmaktadır. Çalışmada literatür taraması yöntemi kullanılmıştır. Ulaşılan sonuçlara göre, yeni kamu yönetimi düşüncesi yerel yönetimleri hizmet alımı, performans değerlendirme, hizmet içi eğitim, istihdam, sosyal hizmet ve sosyal yardım açısından etkilemiştir. Yeni kamu yönetimi düşüncesinin yerel yönetimlere olan etkileri daha şeffaf ve vatandaş odaklı bir anlayışın benimsenmesini sağlamıştır. Literatürde yer alan bilgilerin geçerli ve güvenilir olduğunun kabul edilmesi çalışmanın sınırlılıklarını oluşturmaktadır.

The developments in the field of administration since the second half of the twentieth century have brought about the replacement of traditional public administration with the idea of new public administration. The aim of this study is to determine the effects of new public administration idea on local governments. Literature survey method was used in the study. According to the results, the idea of new public administration affected local governments in terms of service procurement, performance evaluation, in-service training, employment, social service and social assistance. The effects of the new public administration idea on local governments have led to a more transparent and citizen-oriented approach. Acceptance of the validity and reliability of the information in the literature constitutes the limitations of the study.
