Siber istihbarat faaliyetlerinde insan istihbaratı yaklaşım ve teknikleri

Abstract

Potansiyel ajanların tespitinden teminine, idamesinden istihbaratın toplanması ve işlenmesine dek insan istihbaratının her boyutu, bilhassa siber alanda yaşanan köklü teknolojik gelişmelerden etkilenmiştir. Bu alandaki gelişmeler, kaynağı insan olan istihbaratın temininde yeni fırsatlar ve riskler doğurmuştur. Gelinen aşamada, kullanıcı veya sistem odaklı siber faaliyetlerde, sınanmış insan istihbaratı teknik ve prensiplerinden yararlanarak etkin biçimde istihbarat toplamak mümkün olduğu gibi, klasik insan istihbaratı faaliyetinin icrasının da teknolojinin sunduğu imkânlardan faydalanarak, desteklenmesi ve daha verimli hale getirilmesi mümkündür.Siber istihbarat ile insan istihbaratının birbirini tamamlar niteliğinin muhtemel hareket tarzları bağlamında oluşturduğu zenginlik ve esnekliğin, insan istihbaratı teknik ve prensipleri ile operasyonel aşamalarının tamamının internet ağları ya da iletişim araçları üzerinden icrasını mümkün kılmak suretiyle “Siber İnsan İstihbaratı” adlı yeni bir alt faaliyet sahasının doğuşuna hizmet edecek bir noktaya doğru evrildiği görülmektedir.İşbu tezde, siber istihbarat ile insan istihbaratı arasındaki faaliyet benzerlikleri ortaya konarak, siber istihbarat çerçevesinde istifade edilebilecek insan istihbaratı teknik ve prensipleri ele alınmış; kavramsal ve olgusal düzlemde mevcut yaklaşım benzerliklerine dikkat çekilerek, icra edilecek siber operasyonlarda insan istihbaratı tecrübesinden faydalanılmasının sunabileceği katma değer irdelenmiş ve insan istihbaratının bütün ilke ve yaklaşımlarıyla siber mecrada bir bütün olarak icra edilip edilemeyeceğine dair sorgulamalarda bulunularak, “siber insan istihbaratı” adlı bir alt disiplinin varlığından söz edilip edilemeyeceği sorusuna cevap aranmıştır. Tezde ayrıca, istihbarat ve bilgi güvenliğine özgü temel bazı kavram ve faaliyetlerin sınırlarının tespitine dair önerilerde bulunulmuş ve literatüre kavramsal katkılarda bulunulması hedeflenmiştir.

From spotting, assessing and handling of agents to the gathering and assessment of intelligence, every aspect of human intelligence has been affected by the late and comprehensive technological developments that occurred especially in the cyber domain. These developments presented new opportunities and risks for the kind of intelligence collected through personal human contact. At the current stage, while it is possible to use proven human intelligence techniques and principles in user or system-targeted cyber activities to effectively collect intelligence, the scope and efficiency of classical human intelligence activities can also be increased through a wide array of means and opportunities presented by new technologies. Today, it would not be wrong to claim that, the flexibility and richness that the complementary nature of cyber and human intelligence interactions created in terms of potential courses of action have evolved to a point where human intelligence techniques and principles as well as its all operational levels can be employed over internet or communication systems. This development harbors the potential to lead up to the creation of a new sub discipline called “Cyber Human Intelligence”. In this present thesis, human intelligence techniques and principles that can be used within the context of cyber intelligence were explained by outlining the operational similarities between the two disciplines; the added-value that the use of human intelligence experience can bring to cyber operations was discussed through an analysis of conceptual and phenomenal frameworks related to both disciplines and an answer to the question of whether a new sub discipline named “cyber human intelligence” has emerged, was searched with questionings on the applicability of all human intelligence principles and approaches to the cyber domain as a whole. Furthermore, propositions on the limits to the definitions of some basic notions and activities pertaining to intelligence and information security were put forth to make conceptual contributions to the literature.
