Abstract
OZET 1876-1908 YILLARIARASI İSTANBUL'DA AÇILAN OKULLARIN MALİ KAYNAKLARI Osmanlı Eğitim Kurumları özellikle İstanbul’da açılan okullar Osmanlı sosyal tarihi için vazgeçilemez kaynaklardandır. Son dönem Osmanlı eğitim kurumlan sadece açılan okullar ve sayılarıyla değil mali kaynakları dolayısıyla ayrı bir öneme sahiptir. Bu çalışma ile Osmanlı imparatorluğunun merkezi olan İstanbul’da 1876-1908 yılları arası açılan okulların mali kaynakları değerlendirilmeye çalışılmıştır. Bu çalışmada başlangıçta, imparatorluğun eğitim kurumlarının tarih sürecindeki değişimleri ve bu değişimin gerekçeleri anlatılmış daha sonra Osmanlı maliyesinin dönem koşulları içerisinde bulunduğu mali çıkmazlar dönemin bütçeleriyle açıklanmaya çalışılmıştır. Dönem bütçelerinde eğitime ayrılan pay ve Maarif bütçeleri ile dönemin eğitimin mali yönü üzerinde durulmaya çalışılmıştır. Eğitimin finansmanı konusunda Maarif Hisse-i hanesinin eğitim üzerindeki etkileri anlatılmaya çalışılmıştır. İstanbul’daki okulların mali yapısı bölümünde ise bu okulların kurulması, maaşları, tamiratları, gerekli alet ve edevatın satın alınması ve okulların harcamalarını ne şekilde finanse ettikleri anlatılmaya çalışılmıştır.
THE FINANCIAL RESOURCE ALLOCATIN OF THE SCHOOLS ESTABLISHED IN ISTANBUL BETWEEN 1876-1908 Educational institutions -especially schools in Istanbul- are crucial resources for Otoman social history. These institutions are important in terms of their financial resources, too. This thesis aims to study the financial resources of the schools established in Istanbul, in the capital of Otoman Empire, between the years 1876 and 1908. The history of the Ottoman educational institutions will be discussed in the beginning chapters. The emphasis of this discussion is the change and the reasons of the change in these institutions in time. After that the finacial dilemma of the Otoman Empire will be analyzed by the help of the state budgets. The proportion of the education system in the budgets and financial aspect of the education system are going to be determined through Moan/ budgets. The influence of the MaarifHisse-i lanesi on the educational system will be discussed according to the finance of the education. In the chapter of the financial structure of the schools in Istanbul the finance of establishment of these schools, fianance of wages and salaries, repair expenditures, purchase of the required tools and implements and other expenditures of the schools will be examined.
