Türkiye’de özelleştirmenin istihdam üzerindeki etkileri

Abstract

Ekonomik ve siyasal alanda birçok değişimi beraberinde getiren küreselleşme tüm dünyayı etkilemiştir. Küreselleşmenin etkisinin artması ile birlikte hükümetler ekonomide özgürlükçü liberal politikaları desteklemeye başlamış, bunun sonucu özelleştirme uygulamaları yoğun bir şekilde ekonomik hayatta uygulanmaya başlamıştır. Özelleştirmenin yaygınlaşması ile birlikte günümüzde toplumlarda işsizlik ve istihdam politikaları önem arz etmeye başlamıştır. Özellikle son yıllarda değişen teknoloji ve ekonomik yapılar içinde özelleştirme süreci ve işsizlik tüm toplumlarda hızlı bir şekilde yayılmakta ve ekonomilerde en temel sorunlarından birine dönüşmektedir.Türkiye’de ise özelleştirme uygulamaları 1980’li yıllarda başlamış ve ilk olarak Kamu İktisadi Teşebbüslerinin (KİT) özelleştirilmesi yoluna gidilmiştir. KİT’lerin özelleştirilmesi ekonomi ve iş dünyasını önemli ölçüde etkilemiştir. Kamu kurumlarının özelleştirilmesinin olumlu sonuçları olduğu gibi olumsuz sonuçlarının da olduğuna dair birçok farklı fikir ileri sürülmüştür. Bu tartışmaların en önemli kısmını özelleştirme sonrası istihdamın ne şekilde etkileneceği oluşturmaktadır. Bu sebeple, çalışmada öncelikle özelleştirme süreci anlatılacak ve istihdam açısından özelleştirmenin sonuçları incelenecektir.

Globalization, which brings many changes in the economic and political arena, has affected the whole world. With the increasing influence of globalization, governments have begun to support liberal liberal policies in the economy, and the resultant privatization practices have been intensively implemented in economic life. Along with the widespread privatization, today in society unemployment and employment policies have begun to become important. Especially within the changing technology and economic structures in recent years, privatization process and unemployment spread rapidly in all societies and become one of the most basic problems in economies.The privatization practices in Turkey started in the 1980s and firstly go the way of privatization of publıc economıc enterprıses. The privatization of the PEE‟s has significantly affected the economy and business world. Many different opinions have been put forward that the privatization of public institutions has positive results as well as negative consequences. The most important part of these debates is how post-privatization employment will be affected. For this reason, in the study, first of all the privatization process will be explained and the results of the privatization will be examined in terms of employment.
