Finansal krizlerin tespiti için erken uyarı sistemleri ve bir model önerisi

Abstract

Küreselleşme ile birlikte ekonomilerin hızla büyümesi, ülkelerin finansal konularda yönetimini zorlaştırmış ve birçok konuda belirsizliğe neden olmuştur. Bu durum, iyi yönetilemeyen ekonomilerde beklenmedik zamanlarda ve iyi yönetilen ekonomilerde ise ülke ekonomilerinde ortaya çıkan zayıflıklardan dolayı çeşitli sorunların oluşmasına neden olmuştur. Bu sorunların başında, finansal faaliyetlerin kontrolünün zorlaşması, borçlanma gereği, yatırımların azalması, kredi ihtiyacı ve borçların ötelenmesi gelmektedir. Bu sorunlar, ülkeler için finansal kriz adı verilen olumsuz bir durumun oluşmasına neden olabilmektedir. Finansal krizlerin önceden tespiti, ülkelerin finansal açıdan tedbir almaları için önemlidir. Ancak krizlerin önceden tespiti, bu tespit sürecine bağlı birçok farklı parametreden dolayı hiçte kolay bir çaba değildir. Bu tez çalışmasında, gelişmekte olan ülkelerdeki finansal krizlerin tespiti için bir bulanık model tabanlı bir erken uyarı sistemi geliştirilecek ve bu sistem Türkiye’nin birkaç finansal durumu için test edilecektir.

Rapidly growing economies along with globalization has made financial management of countries difficult and this situation has led to uncertainty in many aspects. Besides, this situation mentioned has caused various problems due to weaknesses emerged at unexpected times in countries that are not managed well and well-managed economies. The most important ones of these problems, are the difficulty of the control of financial activities,the need of borrowing, reduction of investments and,credit need and debts postponed. These crucial problems cause a crucial status named as a crisis for countries. Early detection of financial crises is very important to be taken precautions in financial aspects of countries. But, the early detection of financial crises is not an easy effort due to many parameters depended on this detection process. In this thesis, an early warning system has been developed for detection of financial crises in developing countries and this system has been tested for some financial status in Turkey.
