Publication: Türkiye’de polis algısı ve algılama yönetimi : bir alan araştırması
Abstract
Polis açısından algı ve algılama yönetimi (perception management); polisin somut görünümünden daha çok soyut algısı ile ilişkili olup, imajı ve itibarı gibi unsurlarla da yakından ilişkili olup diğer yandan da polise karşı duyarlı olan bireylerde nasıl bir algılama olması gerektiği üzerinde durmaktadır. Bireyin ya da kitlenin polis algısı; gündelik yaşamda polisle kurulan ilişkilerden, medyadan, çeşitli olgu ve olaylardan; yani kısaca dış dünyadan bireye ya da kitleye yansıyan mesajlar üzerine, bireyin ya da kitlenin yaptıkları yorumlarla oluşmaktadır. Bu çalışmada, polis davranışının, tepki verenin bazı özelliklerine göre değişebildiği varsayımı araştırıldı. Vatandaş tepkilerinin, yaş, ırk, cinsiyet, gelir ve medeni durum gibi bazı özelliklerinin etkisini araştırmakla, bu faktörlerin algılama üzerindeki etkileri belirlenmeye çalışıldı. Aynı zamanda bu faktörler, polisin davranış ve algılarını nasıl etkilediğini tespit etmek için Dünya’da ve Türkiye’de polis modelleri ve uygulamaları incelendi. Bu çalışma ile Türkiye’de halkın polis algısını yönetmede kullanılan araçlar ve uygulanan iletişim yöntemleri değerlendirildi. Türkiye’de halkın polis algısını yönetmede yapılan iletişim çalışmaları ele alınarak, polisin algılama yönetimi bir alan araştırmasıyla ortaya konulmaya çalışıldı. Çalışmada algı ve algılama yönetiminin sonuçlarından çok, halkın polis algısını yönetmede polisin davranışlarını etkileyen faktörleri ortaya koymak ve bu faktörler doğrultusunda halkın algısını yönetmede kullanılabilecek araçlar ve iletişim yöntemlerini çeşitliliğini ortaya koymaktır. Çalışma üç bölümden oluşmaktadır. Birinci bölümünde, polis, algı ve algılama yönetimi, İkinci bölümde, Türkiye’de halkın polis algısı ve bu algıların yönetilmesi, Üçüncü ve son bölümde ise iletişim pratikleri ve bu pratiği içeren saha araştırması gerçekleştirildi.
For police perception and perception management is closely related to abstract perception rather than concrete view of the police, and associated with the elements such as image and reputation; on the other hand it focuses on how perception should be in the individuals susceptible to the police. The police perception of the individuals or the masses is composed of the established relations with the police in everyday life, media, and events in various cases; shortly of the messages from the outside world reflected on the individual or the masses, the masses of the individual or their interpretations, In this study, it was investigated that the behavior of the police could vary according to some properties the person who responses. Some characteristics of the citizens' responses such as age, race, gender, income and marital status and the impacts of these factors on perception were investigated. At the same time, police models and applications for the world and in Turkey were investigated in order to determine how these factors affect the perceptions of police behavior and perception. With this study, the tools and communication methods applied to manage the police perception in the people of Turkey were evaluated. Managing the public’s police perception in Turkey by considering the tools and communication methods management, police perception was exposed in a field survey. The factors that affect the behavior of the police in managing the public perception and the tools and communication methods applied to manage the police perception were studied rather than the results in perception and perception management. The study was consisted of three parts. In the first section, the police, perception, and perception management; in the second section, the public perception of the police and the management of these perceptions; in the third and final section, the communications practices and field research carried out this practice were studied.
