Basın yayın işlevi açısından İstanbul Büyükşehir Belediyesi ve Viyana Belediyesi üzerine bir karşılaştırma

Abstract

Tarih boyunca siyasal sistemler basını iktidar mücadelesinde ve değerlerinin toplumca benimsenmesi çabasında araç olarak kullanmışlardır. Tüm siyasal sistemler gibi Yerel idarelerde kendilerine ait inanç, düşünce, değer ve ahlaki tutumları yaymak isterler. Mümkün olduğu ölçüde bunların kamuoyunca benimsenmesini sağlamak için, yoğun biçimde basın yayın araçlarına ihtiyaçları vardır. Bu kitle iletişim araçlarının, siyasal iletişim aracı olarak gücünün görülmesi, Yerel idarelere de kendi basınını oluşturma, basın içeriklerini etkileme çabasını getirmiştir. Bu çalışmada kalkınmışlık düzeyi yüksek Avusturya’nın, yoğun göç faaliyetlerinin hedefi olan Viyana şehrinde Yerel idarenin basın yayın faaliyetleri ile Türkiye’nin Metropolitan şehri İstanbul’un Yerel idaresinin basın yayın faaliyetleri özellikle Arap Baharı adı verilen dönemden sonra daha da fazla konuşulan göç ve entegrasyon süreçleri bağlamında incelenmiştir. Çalışmanın giriş bölümünde amacı, önemi, yöntemi, sınırlılıkları ve varsayımları açıklanmıştır. Çalışmanın ikinci bölümünde Yönetim, Yönetişim, Sürdürülebilirlik, Yerinden Yönetim (Subsidiarity), Siyasal İletişim, Kamuoyu ile alakalı teorik bilgiler ortaya konmuştur. Çalışmanın üçüncü bölümünde Yerel Yönetimlerde Basın Yayın İşlevi üzerinde durulmuştur. Çalışmanın dördüncü bölümünde Basın Yayın İşlevi Açısından İstanbul Büyükşehir Belediyesi ve Viyana Belediyesi içerik analizi yöntemiyle karşılaştırmalı incelenmiştir. Çalışmanın Sonuç ve Değerlendirme bölümünde ise bulgular ortaya konmuştur. Bulgularda genel olarak ötekiye yaklaşımların olumsuz olduğu, ötekilerin açık veya gizli şekilde tehdit olarak görüldüğü ve gösterildiği, Viyana belediyesinin basın yayın içeriklerinin ötekilere bakışnın daha olumsuz olduğu, ötekilere ve ötekileri temsil eden kuruluşlara kendilerini ifade etme imkanının verilmediği, ötekilerle alakalı haberlerin genellikle göç konusunu içerdiği, Basın yoluyla biz/ ötekiler ayrımcılığı yapıldığı ve tarafların kategorize edildiği müşahede edilmiştir.Throughout history political systems used the press as a tool for the struggle for power and for their values to be accepted throughout the society. Just like any other political system, the local governments wants to spread their own beliefs, thoughts, values and ethical attitudes, too. For these to be accepted across the public opinion on a possible scale they need the tools of the press intensively. The sighting of the mass media as a political communication device brought the effort to local governments to develop their own press, to influence the contents of the press. The activities of the press in Vienna, which is the target of intense immigration movements, the city of Austria, of which the developmental level is high, and the activities of the press in Istanbul, the metropolitan city of Turkey, especially in the context of the process of immigration and integration, which is widely spoken after the Arab Awakening, was analysed.In the introductory part of the study the aim, the importance, the methodology, the limitations and the theories were explained. In the second part of the study theoretical information about administration, governance, maintainability, subsidiarity, political communication, public opinion was revealed. In the third part of the study the functions of the press in the local governments was emphasized. In the fourth part of the study Istanbul Metropolitan Municipality and Vienna Municipality were analysed and compared in terms of the function of the press with the content analysis method. In the conclusion and evaluation part of the study the results were revealed. In the results it is generally observed that the attitudes towards the other are negative; the other is openly or secretly seen as a threat; the view of the contents of the press from the Vienna Municipality towards the other is more negative; the other and the representative institutions of the other include mainly the theme of immigration; the discrimination of us/ the other is made through the press and that the sides are being categorised.
