İstanbul şehremaneti’nin şehir istatistiği çalışmaları: 1919 yılı İhsaiyat Mecmuası

Abstract

İSTANBUL ŞEHREMANETİ’NİN ŞEHİR İSTATİSTİĞİ ÇALIŞMALARI: 1919 YILI İHSÂİYÂT MECMUASI Toplumu ilgilendiren konularla ilgili toplanan bilgileri sayı ile ifade etmek anlamına gelen istatistik metotlarını Osmanlı Devleti, kuruluşundan itibaren kullanmıştır. Devlet, ilk başlarda toprak ve insan unsurunu kontrol amacıyla kullandığı bu metotların kapsamını son yüzyılda daha da genişletmiştir. Nüfus sayımları, devlet, vilayet ve kurum yıllıkları bu türden çalışmalardır. Bu çalışmada; Bir belediye yapısı olan Şehremaneti’nin bir şehir istatistiği çalışması hüviyetindeki 1919 Yılı İhsâiyât Mecmuası incelenmiş ve bu mecmuanın transkripsiyonu yapılmıştır. Mecmua incelenmeden önce Osmanlı Devleti’nin istatistik çalışmaları, 1919 yılı İstanbul’u ve Şehremaneti kurumu hakkında bilgi verilmiştir. İstanbul Şehremaneti, istatistik çalışmalarına 1912 yılında hazırladığı ilk mecmua ile başlamıştır. Bu çalışmayı 1913 ve 1914 yıllarında hazırlanan iki mecmua takip etmiştir. 1. Dünya Savaşı’nın araya girmesiyle ara verilen bu çalışmalara 1919 yılında tekrar başlanmıştır. Fakat sadece bir yıla ait istatistik çalışması yapılabilmiştir. 1919 Yılı İhsâiyât Mecmuası dönemin İstanbul'unun demografik, idari ve eğitim yapısı; coğrafyası; ticari, ekonomik, ulaşım ve zirai durumu gibi istatistikî bilgileri içermekle şehrin adeta fotoğrafını çekmektedir. Bu çalışma aynı zamanda şehir istatistiği çalışmalarına da önemli bir örnektir.

THE CITY STATISTICAL WORKS OF THE ISTANBUL SEHREMANETI: STATISTICAL JOURNAL OF THE YEAR 1919 Ottoman Government has used the statistical methods since its foundation. Statistical methods are used to interpret the picked up data concerned by the public, by means of numbers. The government was used to evaluate the land and people at the beginning, used methods were extended at the nineteenth century. Population censuses, annuals of government, provinces and corporations were all these type of works. In this manuscript, 1919 year issue of Ihsaiyat Mecmuasi (i.e. Journal of Statistics) of Istanbul Sehremaneti (a former form of municipality of Istanbul) was examined and the journal was transcribed. To understand the journal better, information about Istanbul in the year 1919, organisation of Sehremaneti and statistical studies of Ottoman Empire were provided. Istanbul Sehremaneti was started to statistical studies in 1912 by preparing the first journal. This work was followed by two other journals prepared in the years 1913 and 1914. The studies were paused by the intervention of the 1st World War, and then resumed in 1919 again. Ihsaiyat Journal of the year 1919 has taken –something like- Istanbul’s photo of that time by including statistical information about the structure of demography, administration and education, and the situations of commerce, economy, conveyance and agriculture. This work is an important sample also for the city statistics.
