Publication: Sürdürülebilir Gelişme Kavramı Üzerine Yapılan Tartışmalara Bir Bakış
Abstract
Küresel sistemin, yinninci yüzyılın ortalanndan itibaren yüzyüze geldiği ekolojik, sosyal ve ekonomik sorunlara bir çözüm olarak sunulan Sürdürülebilir Gelişme (SG) kavramı, uluslararası alanda yogun bir şekilde tartışılagelmektedir. Ancak, Türkiye'de kavramın yeterince tartışılmadığı görülmekted1r. Bu nedenle, bu çalışmada. SG kavramı üzerine yapılan tartışmalara değinilmiş ve ulusal literattirde bu alanda görülen eksikligin giderilmesine katkı sağlanması amaçlanmıştır. Kavram üzerine yapılan tartışmalar, bu alanda çalışan bilim adamlanmo eserlerinden derlenmiştir. Çalışmada ulaşılan başlıca sonuçlar şunlardır: SG kavramı, esnek-uyarlanabilir bir "rehber-kavramdır. Bu nedenle, tallirnı uygulandığı alana göre değişebilir. SC kavramının "esnek" bir kavram olması, degişik şartlara ve zamanlara uyarlanabilmesi açısından bir avantajdır. Çagdaş Toplumlar. "mevcut yaşam tarzında ısrar etme" ya da "varlığını devam ettirme" arasında bir tercihte bulunma noktasına gelmiştir. Doğal kaynakların tüketimi eşik degerlerde tutulmalıdır. "Çevre koruma", "gelişme" ve "katılımcı yönetim" kavramları birbirlerini destekleyebilir. Bilimsel ve teknolojik gelişmeler, gelecek kuşakların yenilenebilir ve yenilenemeyen doğal kaynaklardan, bugüne göre daha verimli bir şekilde yararlanmalarımı olanak tanıyacaktır. Toplumsal adaletin sağlanması, insanların ve toplumların "yapabilir" kılınmasını gerektirmektedir. SG düşüncesinin yaşama geçirilmesi, etkin demokratik katılımı gerektirmektedir. Yapılan tartışmaların kavramın içeriğini güçlendirdigi ve daha fazla çevre tarafından kabul görmesine katkı sağladıgı söylenebilir.
The concept of Sustainable Development (SD) which was presented as a solution to the ecological, social and economic problems in global system as from the middle of twentieth century has been debated intensively in international field. But, it can be said that, the concept hasn't been debated enough in Turkey. So that, this article foeused on the debates on the SD eoneept. The debates on the concept were gathered from the works of scientists swtudying on this concept. The basic results of this article can be summed up as fol1ows: SD is a "flexible-applicable" guide-concept. lts definition differs with respect to the area where it is appHed. Thanks to its flexiable nature. the SD concept can be adapted to differenl situations, The contemporary societies are in the position of deciding whether to continue their existence on earth or to continue present way of Ufe, The consumption of natural resourees should be kept at minimal level, The concept of "environment pmtection", "development" and "participatory management" can support each other, The scientific and technological developments make it possible that the new generarions will benelit more effectively from both renewable and unrenewable natural resources, The realization of social justice requires the "capability" of both individual persons and people, The ralization of SD tbought requires an effective democratic participation mechanism. lt can be said that, the debates on the concep! supported its content and made it acceptecl by more parts.
