Osmanlı eğitim sisteminde teftiş

Abstract

Osmanlı Devleti’nde eğitimin ıslahı ve yaygınlaştırılmasında teftiş mekanizması önemli bir yere sahiptir. Çeşitli maarif memurları ve müfettişleri vasıtasıyla bir teftiş zinciri kurulmaya çalışılmıştır. İlk defa Maarif-i Umumiye Nizamnâmesi ile teftiş müessesesinden beklenen görevler saptanmıştır. İlerleyen yıllarda bu görevi yerine getirecek memurların görev ve sorumluluklarına yönelik resmî düzenlemeler yapılmış, böylece tüm imparatorlukta ortak bir denetim sistemi oluşturulmaya çalışılmıştır. Bu çalışmada Osmanlı eğitim sistemindeki teftiş müesesesinin gelişimi, yayınlanan talimatnâme ve nizamnâmeler doğrultusunda ele alınmıştır.

The Inspection mechanism holds an important place in the reformation and spreading of education in the Ottoman Empire. The State endeavored to establish an inspection chain by means of bureaucrats and inspectors of the Ministry of Education. The functions of the inspection foundation was first determined with "Maarif-i Umumiye Nizamnamesi", but then efforts were made to form a common inspection system all over the Empire. This article will condider the development of the inspection foundation in Ottoman education system according to the regulations.
