Yerel siyasette elitlerin dönüşümü : İstanbul örneği

Abstract

Bu çalışmanın amacı, yerel siyasetteki elit dönüşümünü ortaya koymaktır. İstanbul örneği üzerinden elitizm teorisi çerçevesinde bir yaklaşım geliştirilmiştir. Toplumsal sınıflar ekseninde elitler ve yönetilenler tasnifi çerçevesinde yerel siyasetteki değişim ortaya konulmuştur. Yerel demokraside klasik ve çoğulcu elitizmin, göç ve kentleşme sürecinin tetiklediği dönüşüme yansımaları araştırılmıştır. Çoğulcu demokrasi ve elitizm, yönetim sürecinde yer alan veya etkisi bulunan toplumsal grupları ifade etmek için alternatif bir yol sunmaktadır. Bu bağlamda, özellikle demokrasi ile elitizmi ilişkilendiren çoğulcu elitizm teorisi, özgün bir alan ortaya koymaktadır. Çalışmada; literatür taraması ve nitel araştırma yöntemi kullanılmıştır. Yerel yönetim aygıtları içerisinde yer almış veya aygıtlarla ilişkili kişilerinden; yargısal örnekleme ile elde edilen veriler analiz edilmiştir. Elitizmin öne sürdüğü toplum yapısının siyasal katılım, ekonomik girişimler, eğitim, sanat ve kültür gibi alanlarda bireylerin önünde nasıl şekillendiği ifade edilmiştir. Bu noktada hedeflenen, elitizmin çoğulcu demokrasi ile sentezlenmesi çerçevesinde oluşan toplumsal yapılanmanın elitlere yönelik olumlu ve olumsuz etkilerini gösterebilmektir. Bununla birlikte, çoğulcu elitizmin klasik elitizmden farkı ve kapsayıcılık iddiası üzerinde durulmuştur. Toplumsal elitleştirici ögeler olan eğitim ve bürokrasinin, göç ve kentleşme süreciyle birlikte çeşitlendiği gösterilmiştir. Elitizm çerçevesinde elit dönüşümü; İstanbul'da başta yerel siyasal elitler olmak üzere yeni elit sınıfının oluşması çerçevesinde işlenmiştir. Geçmişten günümüze değişen taleplerle birlikte aday ve seçmen davranışlarına dayanak oluşturan etmenler yerel siyaset bağlamında açıklanmıştır.

The aim of this study is to reveal the elite transformation in local politics. An approach has been developed within the framework of elitism theory through the example of Istanbul. The change in local politics has been revealed within the framework of the classification of elites and ruled on the axis of social classes. The reflections of classical and pluralist elitism in local democracy on the transformation triggered by the migration and urbanization process were investigated. Pluralist democracy and elitism offer an alternative way of expressing social groups that are involved in or have an influence on the governing process. In this context, the pluralist elitism theory, which associates democracy with elitism, presents a unique field. In the study; literature review and qualitative research method were used. From persons involved in or associated with local management devices; The data obtained by judgmental sampling were analyzed. It has been expressed how the social structure suggested by elitism is shaped in front of individuals in areas such as political participation, economic initiatives, education, art and culture. At this point, the aim is to show the positive and negative effects of the social structure formed within the framework of synthesizing elitism with pluralist democracy on the elites. However, the difference of pluralist elitism from classical elitism and the claim of inclusiveness are emphasized. It has been shown that education and bureaucracy, which are social elitist elements, diversified with the migration and urbanization process. Elite transformation within the framework of elitism; It is processed within the framework of the formation of a new elite class in Istanbul, especially the local political elites. With the changing demands from the past to the present, the factors that form the basis of candidate and voter behaviors are explained in the context of local politics.
