Tanzanya’da enerji diplomasisi ve yabancı yatırım promosyonu : enerji sektör analizi

Abstract

ÖZETTanzanya, ülkeye bağımsızlıktan bu yanaengel teşkil eden yoksulluktan kurtulma konusunda kendisini geliştiriyor. İlerleme olarak, gelişmelere yönelik çabalarını hızlandırmak için ekonomisini büyütüyor. Ayrıca hızla büyüyen nüfusu da gerçekten de yeni zorluklar ortaya koyuyor. Enerji sektörü, gelen taleplere göre yeterince üretim yapmadığı için zorluklarla karşı karşıya bulunuyor.Araştırmalar, enerji kaynaklarının çeşitliliği, hızlı ekonomik büyüme ve yüksek nüfus gibi konuların enerji sektörünün yeteri kadar güç sağlamasını neredeyse imkansız hale getirdiğini göstermiştir. Hükümet, sorunu azaltmak için bir takım girişimlerde bulunarak bazı çabalar sarf etti, ancak bazı sınırlamalara rağmen, sorunu çözmek için enerji diplomasisinin ortak girişime dahil edilmesi gerektiğinden, gösterilen çabalar pek etkili olmadı.Bu çalışma kapsamında, farklı kaynaklardan toplanan veriler, sektördeki yatırım promosyonlarına yol açan enerji problemini ve enerji diplomasisi çabalarını değerlendirmek için belge analizi (gözden geçirme) yöntemi ile analiz edildi. Çalışma hakkında daha net bilgi vermek amacıyla nitel ve nicel yöntemler hassasiyetle uygulandı.Sonuçlar, ülkenin, araştırmada tanımlanan sebeplere bağlı olarak enerji sorunuyla karşı karşıya olduğu doğrulamaktadır. ABSTRACTTanzania has been improving itself to move away from poverty that has been dragging the country since independence. As step forward, it has been growing its economy to accelerate its efforts toward developments. Also its population has been growing fast and indeed has provided new challenges. Its energy sector has been facing challenges due to the fact that hasn’t been producing enough compared to incoming demands.Scholars have shown that issues like no diversification of energy sources, rapid economic growth and high population has made it nearly impossible for energy sector to provide enough power. Government has done some efforts as the first initiatives to reduce the problem but to some limitations it had to include energy diplomacy as the joint initiative to help solve the problem since alone the efforts done hasn’t been helping that much.To produce the results for this paper, data collected from different sources were analyzed through document analysis (review) method to evaluate the energy problem and the energy diplomacy efforts which lead to investment promotions in the sector. For this both qualitative and quantitative methods well incorporated in order to give more clear information on the study.The results have shown that it’s true that the country is facing energy problem with the causes being the ones identified in the study. In spite the efforts from the government yet energy problem has proven to be persisting and it’s where energy diplomacy comes in s the assistance to help the issues of energy and it relations by providing investments (financially), technology support and knowledge transfer.The paper concludes with recommendations to the government to do more in the field of energy diplomacy and create more relations so as to explore more potential in its sector and brings more opportunities for investment.TABLE OF CONTENTSABBREVIATIONSiCHAPTER ONE: INTRODUCTION11.1.
