Uluslararası kalite yönetimi açısından polis teşkilatının eğitim değerlendirmesi ve bir araştırma örneği

Abstract

Bir toplumu veya kurumu oluşturun kişilerin sahip olduğu nitelik ve kalite, o kurumun veya toplumun kalitesini belirler. Kurumların, görevlerini etkin bir şekilde gerçekleştirebilmesi, büyük ölçüde bünyesindeki insan gücünün nitelikli eğitilmesine ve sürekli geliştirilmesine bağlıdır. Toplumdaki insanlarla, sürekli içice ve etkileşim halinde bulunan polislerin, halkın can ve mal güvenliğini sağlama görevini üstlenmiş bir teşkilat olarak, 21. Yüzyılda polisimize nasıl bir eğitim vermeliyiz? Sanayi toplumundan bilgi toplumuna geçen ve sürekli gelişen dünyada, Türk Polis Teşkilatı olarak amacı; bu şekillenmeden geri kalmamak, toplumun beklentilerine cevap verebilmek olmalıdır. Bunun içinde polis temel eğitiminde şu noktaların önemli ve titizlikle üzerinde durulması gerekir. Polisi kim eğitmesi gerekir? Polisi eğitimcileri nasıl eğitilmesi gerekir? Polis eğitimi ne kadar sürede olması ve bunun ne kadar kısmı okulda teorik olarak verilmesi ve ne kadarı kadroda uygulamalı olarak verilmesi gerekir? Polis eğitimi nasıl bir yerde verilmesi gerekir? Polis temel eğitiminde ne şekilde bir eğitim verilmelidir? Ben de bu çalışmamada bu sorulara cevap aramaya çalıştım. Net cevaplar bulabilmek için 20 sorudan oluşan bir de uygulama yaptım ve polis eğitimde olması gerekenleri bulmaya çalıştım. SUBSTRACT The quality and the virtue of a society or an organization determines the quality of that organization or society. The capability of performing organizations` s duties effectively is broadly related with the constant education and the training of the persons who make up the organization. As an organization, the police are always inside the society with a constant interaction. How can we provide an ideal education for our police in the 21. Century, who is responsible of the safety of our lives and our properties? In a world which keeps changing and developing continually after transforming into the information society from industrial society, the police are to respond to the expectancies of the community. Under these circumstances, the following points about the police education should be strongly taken into consideration. Who should educate the police? How should be the police instructors educated? What is the duration of an ideal police education? How long of that period should be shared between the theoric part in the school and practic part in the field? What kind of particularities should have the place, where the police are educated in? How should be the basic education? I tried to look for the right answers to these questions. I have done a questionnaire containing a set of 20 questions.
