Çok partili hayata geçiş sürecinde İstanbul’un mekan ve sosyal yapı dönüşümü (1946–1960)

Abstract

Bu çalışmada, çok partili hayata geçiş sürecinde İstanbul’da imar-siyaset ilişkisi ele alınmıştır. İstanbul’un imarı meselesi; kurumsal, hukuksal ve uygulama boyutuyla değerlendirilmiştir. Çalışma giriş, altı bölüm ve sonuçtan meydana gelmektedir. Birinci bölümde, 1800-1923 tarihleri arasındaki İstanbul’un imar meselesi ele alınmıştır. İkinci bölümde ise, 1923-1960 döneminde İstanbul’un imarı meselesinde kurumsal, hukuksal dönüşüm ve imar uygulamalarının ana hatları irdelenmiştir. Tezin üçüncü bölümü, “İstanbul’un Şehircilik Politikalarında Teori-Pratik Gerilimi (1945-1960): İstanbul’un Planlama Deneyimi” başlığını taşımakta olup; bu dönemde İstanbul’da imar planı hazırlanması ve uygulanma aşamaları ele alınmıştır. Çalışmanın dördüncü bölümü, “İstanbul’da Kamusal İmar Uygulama Politikaları (1945-1960)” başlığını taşımakta olup; çok partili hayata geçiş sürecinde kamu tarafından organize edilen imar çalışmaları değerlendirilmiştir. Tezin beşinci bölümünün başlığı, “İstanbul’da Tarihi Eserlere Yaklaşım ve İstimlak Politikaları (1945-1960)”dır. Bu bölümde, İstanbul’un imarında tarihî eserlerin restore edilmesi, ortadan kaldırılması, yer değiştirmesi konuları ve kamu adına özel mülkiyetin istimlaki meselesi irdelenmiştir. Çalışmanın altıncı ve son bölümü ise, “İstanbul’da Sivil Mimarî: Konut Algısının Dönüşümü (1945-1960)” başlığını taşımaktadır. Bu bölümde İkinci Dünya Savaşı sonrası İstanbul’da baş gösteren “mesken buhranı”, kamu tarafından organize edilen konut inşaatları, bazı semtlerin ücretsiz arsa olarak dağıtılması, gecekondu meselesinin ortaya çıkması, gecekonduların meşrulaşması ve bu mesele üzerinden vatandaş-devlet ilişkileri ele alınmıştır

In this study, during Turkey’s transition period to multi-party system, the relationship between reconstruction and politics in Istanbul has been discussed. Istanbul’s reconstruction issue has been evaluated in institutional, legal and application dimensions. This study is composed of an introduction, six chapters and a conclusion. In the first section, development issue between the years 1800-1923 has been discussed. In the second section, as Istanbul’s reconstruction is concerned; corporate, legal transformation and reconstruction applications’ outlines during the period of 1923-1960 has been scrutinized. In third part of the thesis, “The tension in Theory and Practice in Istanbul’s Urban Policies (1945-1960)” is bearing the title of “Istanbul’s Planning Experience” covering the preparation of development plans and the implementation phases at this era. The fourth part of the study has the title of “Public Reconstruction Implementing Policies in Istanbul (1945-1960)” reconstruction works organized by the public during the transition period to multi-party life has been evaluated. The title of the fifth part of the thesis is “Approach to Historical Monuments in Istanbul and Land Acquisition Policies (1945-1960)” In this section, in Istanbul’s reconstruction period; restoration of historical monuments, demolishing and removal of them and expropriation of private property in the name of public is scrutinized. At the sixth and final part of the study, the title is “Civil Architecture in Istanbul: The Transformation in the Perception of Housing (1945-1960)”. In this section, the ‘’ housing crisis ‘’ beginning in Istanbul after the Second World War, housing construction which was organized by the public, the distribution of some districts as free land, the emergence of the issue of slums, and the issue of the legalization of slums, the citizen-state relations on this issue are discussed.
