The role of the entrepreneurship support programs in responding to the challenges refugee entrepreneurs face : the case of Syrian refugee entrepreneurs in Turkey

Abstract

Bu çalışma, Girişimcilik Destek Programlarının (ESP'ler) mülteci girişimciler üzerindeki etkisini, bu programların mülteci girişimcilerin kendi girişimlerini oluştururken ve uygularken karşılaştıkları ana zorluklarla başa çıkma yetenekleri üzerindeki etkilerini inceleyerek, keşfetmeyi hedeflemektedir. Bu bağlamda Suriyeli mülteci girişimcilerin Türkiye'deki durumu incelenmiştir. Literatürde nadiren bildirilen bu konuyu keşfetmek amacıyla nitel yöntem benimsenmiştir. Suriyeli mülteci girişimcilerle on adet ve Girişimcilik Destek Programları sunan kuruluşlardaki uzmanlar ve danışmanlarla gerçekleştirilen iki adet yarı yapılandırılmış görüşme temelinde mülteci işletmelerinin büyümesini etkileyen ana zorluk gruplarını, bu zorluklarla ilgili programların olumlu etkisi olan yönleri ve bu programların girişimcilere yardımcı olamadığı eksiklikleri ve alanları saptadık.Bu çalışmanın sonuçları, Girişimcilik Destek Programlarının mülteci girişimciler için özellikle girişimci davranışlarını motive etmede ve girişimleri için iş modeli geliştirmedeki, önemini ve hayati değerini, ortaya koymaktadır. İlaveten, bu destek programları, katılımcıların ev sahibi ülkenin kültürü, dili, yasaları ve girişimcilik ortamı ile bütünleşmenin gerekliliği konusunda farkındalıklarını artırmakta ve sınırlı sayıda mülteci için birtakım küçük hibeler sunmaktadır. Bununla beraber, Girişimcilik Destek Programlarının etkisi, mülteci girişimcilerin işlerini etkileyen temel engellere ve onların yerel pazardaki entegrasyon ve başarılarına yanıt vermede sınırlı ve zayıf kalmaktadır. Elde edilen sonuçlar ayrıca girişimcilerin dâhil oldukları programlara yönelik kişisel tutumlarının kritik rolüne de vurgu yapmaktadır. Çalışma, belirlenen zorluklara bağlı bir çerçevede bunların üstesinden gelmek için önerilere ek olarak mevcut Girişimcilik Destek Programlarının başlıca zayıf yönlerini ve eksikliklerini listelemektedir. Bu ise Girişimcilik Destek Programlarının geliştirilmesinde ve mülteci girişimcilerin şirketlerini kurarken ve yönetirken karşılaştıkları güçlüklerle başa çıkmalarına yardımcı olan müdahaleleri iyileştirmede önemli bir fayda sağlamaktadır.Küçük bir örneklemle gerçekleştirilen bu nitel çalışmanın sonuçlarını genellemek ve mülteci girişimciliğinin ayrıntılı yönlerini keşfetmek için Girişimcilik Destek Programlarının belirli boyutlarını ve etkilerini ele alan daha kapsamlı nicel ve nitel araştırmalar gerekmektedir.lteci girişimciler, girişimcilik destek programları, eğitim ve öğretim programları, zorluklar, Türkiye

This research seeks to explore the influence of Entrepreneurship Support Programs (ESPs) onrefugee entrepreneurs, by studying the effects of these programs on the ability of refugeeentrepreneurs to address the major challenges facing them in creating and running their ventures.The case of Syrian refugee entrepreneurs in Turkey has been examined. To discover this rarelyreported issue in the literature, the qualitative method was adopted. Based on ten semi-structuredinterviews with Syrian refugee entrepreneurs and two with experts and supervisors in theorganizations that deliver ESPs, we identified the main groups of challenges that affect the growthof refugees' businesses, the aspects on which programs have a positive impact related to thesechallenges, and the shortcomings and areas that these programs fail to help entrepreneurs to meet. The results of this research demonstrate the importance and vital value of ESPs for refugeeentrepreneurs, particularly in motivating them for entrepreneurial behavior, and developing thebusiness model for their ventures. Additionally, these support programs raise participants'awareness about the necessity of integrating with the culture, language, laws, and entrepreneurialenvironment of the host country, and offer some small grants for a limited number of refugees.However, the impact of ESPs is bounded and weak in responding to the fundamental obstacles thataffect the business of refugee entrepreneurs and their integration and success in the local market.The results also point out the critical role of the personal attitudes of entrepreneurs towards theprograms in which they are involved. The research lists the crucial weaknesses and deficiencies ofthe existing ESPs, in addition to recommendations for overcoming them in a framework tied to theidentified challenges. This forms a substantial benefit in developing ESPs and improvinginterventions that help refugee entrepreneurs meet challenges they face in establishing andmanaging their startups. In order to generalize the results of this qualitative study which has been conducted with a smallsample, and to discover detailed aspects of refugee entrepreneurship, there is a need for morequantitative and qualitative research to address specific dimensions of ESPs and their effect.
