Dış destekli projelerin belediyelerin kapasite geliştirmesine etkisi : İstanbul İlçe Belediyeleri örneği

Abstract

Belediyelerin kurumsal kapasitesi başlıca iki nedenle önem taşımaktadır. Öncelikle, belediyelerin görev ve sorumlulukları artmaktadır. İkinci olarak, büyükşehir belediyelerinin sayısının artmakta ve sorumlulukları kırsal alanları da içerecek şekilde genişlemektedir.Belediyeler sınırlı mali ve insan kaynaklarını etkili ve verimli bir biçimde kullanmak üzere dış destekleri projeleri ya da ortaklıkları kullanmaktadır. Böylece, belediyeler kurumsal sınırlılıkları aşarken, kurumsal kapasitelerini uluslararası standartlara uygun bir biçimde geliştirme olanağı elde etmektedirler.Bu çalışmanın amacı, dış destekli projelerin İstanbul büyükşehir belediyesi ilçe belediyelerinin kurumsal kapasite gelişimine olan etkilerinin incelenmesi ve değerlendirilmesidir. Araştırmada, belediyelerin stratejik plan ve faaliyet raporları gibi temel yazılı kurumsal belgeler incelenmiştir. Ayrıca çalışmanın temel analiz birimi olarak belediye hizmetlerini sağlayan teknik, sosyal, kültürel, mali ve idari birimlerde dış destekli projelerle ilgili üst düzey belediye çalışanları ile yapılan soru kağıdı / görüşmeler gerçekleştirilmiştir.Soru kâğıdı uygulamasından elde edilen verilerin istatistikî (regresyon analizi) olarak sınanmıştır. Buna göre, belediyelerin yürüttükleri dış destekli projeler, belediyelerin teknolojik alt yapısına ve halkın belediyelerin sundukları hizmetlerden memnuniyetini olumlu etkilemektedir. Buna karşın dış destekli projelerin belediyelerin idari kapasitelerinin geliştirilmesi, hizmet kapsam ve çeşitliliği, yetkin ve uzman insan kaynağının artırılması, yeni projelerin geliştirilmesine etkisinin istatistiksel olarak anlamsız olduğu görülmektedir.

The institutional capacity of the municipalities is important for two main reasons. First, the duties and responsibilities of the municipalities are increasing. Second, the number of metropolitan municipalities is increasing and their responsibilities are expanding to include rural areas.The municipalities apply externally supported projects or partnerships to use their limited financial and human resources effectively and efficiently. Thus, municipalities have the opportunity to develop their institutional capacity in accordance with international standards while overcoming the institutional limitations.The aim of this study is to examine and evaluate the effects of externally supported projects on the institutional capacity development of Istanbul district municipalities. In the study, the official institutional documents such as the strategic plan and activity reports of the municipalities were analyzed. In addition, questionnaires and interviews with the senior municipal employees in charge of externally supported projects in technical, social, cultural, financial and administrative units providing municipal services were carried out as the basic unit of analysis of the study.The data obtained from the questionnaire application was tested statistically (regression analysis). Accordingly, the externally supported projects which were conducted by the municipalities have a positive effect on the technological infrastructure of the municipalities and on the satisfaction of the people in the municipal services. However, the impact of the externally supported projects on the development of administrative capacities of municipalities, the scope and diversity of municipal services, the increase of competency and expertise of human resources and the development of new projects seem to be statistically insignificant.
