Publication: Telekomünikasyon sektöründe değişim ve Türk Telekom’ da yeniden yapılanma süreci
Abstract
İşletmelerin rekabet koşullarına uyabilmeleri ve müşterilerine daha iyi, daha kaliteli, daha çabuk ve daha ucuz hizmet sunabilmeleri için bilgi teknolojisinin de yardımıyla işletme bünyesindeki tüm iş yapma usul ve süreçlerini köklü bir şekilde gözden geçirerek yeniden yapılandıkları ve bugünün pazar ve teknoloji taleplerine göre, iş süreçlerini daha az girdi kullanarak daha çok sonuç elde edecek şekilde tasarladıkları görülmektedir. Günümüzde bilgi toplumunun temelini telekomünikasyon hizmetleri oluşturmaktadır ve bilgi iletişimi ve buna bağlı teknolojiler dünyanın en önemli sektörü haline gelmiştir. Bilgi iletişimi ve buna bağlı teknolojilerde yaşanan hızlı gelişmelerle birlikte özelleştirme ve liberalleşme çalışmaları sayesinde telekomünikasyon hizmetleri sunan işletmelerin başka ülkelere yayılması, tekel konumundaki telekomünikasyon işletmecileri için pazar ve teknoloji taleplerine göre değişimi zorunlu hale getirmiştir. Teknolojideki, özellikle de enformasyon teknolojisi ve bilgi ağlarındaki gelişmeler, telekomünikasyon işletmecilerinin kurumsal yapılarının yeniden ele alınmasını gerektirmiştir. Ülkemizde başlangıçta tekel işletmeci olarak bulunan Türk Telekom'da, ekonomik, rasyonel ve pazar ekonomisi gerçekleri karşısında, faaliyetlerindeki reel anlamdaki karlılığın ve verimliliğinin artırılması için, yeniden yapılanma ve değişim mühendisliği uygulamaları gerçekleştirilmiştir.
It has seen that companies are creating their work processes in order to be able to suit the competition conditions and in order to give better, qualitier, faster and cheaper service to their costumers also by the help of the information technology with checking all the work processes in a rooted way that are in company's structure and reorganizing them and according to today's market and technology demands they create work processes to be able to get more outputs by using less inputs. Nowadays telecummunications services are taking form of information society's background and knowledge communication and depentent technologies have become the most important sector of the world. With the quick developments that existed in knowledge communication and dependent technologies, by the help of the liberalization studies, the spread of the companies which supply telecommunication services have brought the change obligatory according to the market and technology demands for the telecommunication companies which are in a situation of monopoly. The developments in technology specially in information technology and knowledge networks have required the reorganizing of structures of telecommunication companies. In our country in Turkish Telekom which was at first a monopoly company againts the reality of economic, rational and market economy for increasing the profitablity and productivity of their activities in real meaning, the reorganizing and reengineering applications have been done.
