Abstract
Sanayi kentlerinde yoksulluk çalışmalarıyla dikkat çekmeye başlayan kent yoksulluğu günümüzde de literatürde sıklıkla karşılaşılan bir kavramdır. Kent yoksullarının yoksullukla mücadele stratejileri de ülkede hâkim refah rejimi ve yoksulların yaşadıkları mekânın kendilerine sağladığı imkânlar doğrultusunda çeşitlenmektedir.Bu çalışmanın amacı; yerel ölçekte kent yoksulluğuyla mücadele süreçlerinin 2000'lerin başından itibaren ulusal ve yerel faktörlerin dönüşümüyle birlikte nasıl bir farklılaşma sergiledikleridir. Bu stratejileri anlamak üzere, Sultanbeyli ilçesinde kent yoksullarıyla ve yoksullara hizmet sunumunda bulunan kurum ve kuruluşlarla görüşmeler gerçekleştirilmiştir. Elde edilen edilen bulgulardan Türkiye'de refah rejiminin dönüşümü neticesinde kent yoksullarının yoksullukla mücadele stratejilerinin daraldığı, sosyal yardımın ana seçenek haline geldiği anlaşılmaktadır. Sosyal yardımların sunum sürecinde ise belediyeler sistemin açıklarını dengeleyici bir rol almaktadırlar.
Urban poverty, which started to draw attention with poverty studies in industrial cities, is a concept frequently encountered in the literature today. The poverty alleviation strategies of the urban poor are diversified in line with the prevailing welfare regime in the country and the opportunities provided by the place where the poor live.The aim of this study is to reveal how the urban poverty alleviation processes at local scale differ from the early 2000s with the transformation of national and local factors. In order to understand these strategies, interviews were held with the urban poor in Sultanbeyli district and with institutions and organizations that provide services to the poor. Findings of the study show that transformation of Turkish welfare regime narrowed the poverty alleviation strategies of the urban poor and social assistance has become the main option. Also in the process of providing social assistance, municipalities have an important balancing the deficits of the system.
