Bilgi ve belge yönetimi alanındaki öğretim elemanlarının açık eğitim kaynaklarına yönelik tutumlarının incelenmesi

Abstract

Dijital dönüşümün birçok alana olduğu gibi yükseköğretim alanına da önemli etkileri olmuştur. Özellikle Koronavirüs (Covid-19) pandemisinin ortaya çıkışıyla birlikte yükseköğretimde dijital dönüşümün önemi anlaşılmış ve bu bağlamda öğretim elemanlarının dijital dönüşüm sürecindeki rolleri belirginleşmiştir. Öte yandan yükseköğretimde dijital dönüşümün önemli bir parçası olan ve herkesin eşit şekilde bilgiye, eğitime ulaşabilmesi felsefesini destekleyen Açık Eğitim Kaynakları (AEK) hareketine yönelik yapılan çalışmaların ve girişimlerin ülkemizde sınırlı olduğu görülmektedir. Hazırlanan bu tezde, Bilgi ve Belge Yönetimi kapsamında açık eğitim kaynaklarının yükseköğretim boyutundaki durumu, üretimi, paylaşımı, yeniden kullanılabilirliği, kalitesi, sürdürülebilirliği ve konuya dair telif ve fikri mülkiyet hakları ele alınmıştır. Çalışma, ülkemizde açıklık felsefesinin yaygınlaştırılmasında öncü olan alanlar arasında yer alan Bilgi ve Belge Yönetimi bölümünde çalışan öğretim elemanlarının açık eğitim kaynaklarına dair tutumları üzerinden hazırlanmıştır. Çalışmanın veri toplama sürecinde anket ve görüşme tekniğinden yararlanılmıştır. Anket 11 üniversitede yer alan Bilgi ve Belge Yönetimi bölümlerinde çalışan öğretim elemanlarına elektronik posta yoluyla ulaştırılmıştır. Anket uygulamasının ardından katılımcılar arasından seçilen uzmanlara yarı yapılandırılmış sorular yönlendirilerek görüşmeler gerçekleştirilmiştir. Her iki aşamada toplanan veriler birlikte değerlendirilmiş, araştırmanın sonuç ve önerileri sunulmuştur. Araştırma sonucunda Bilgi ve Belge Yönetimi alanında çalışan öğretim elemanlarının açık eğitim kaynaklarına yönelik tutumlarının genel olarak olumlu yönde olduğu saptanmıştır.

Digital transformation has had significant effects on higher education as well as on many other fields. Especially with the emergence of the Covid-19 pandemic, the importance of digital transformation in higher education has been comprehended, and in within this context, the role of university lecturers in the digital transformation process has become clear. On the other hand, it is seen that the studies and initiatives for the Open Educational Resources movement, which is an important part of digital transformation in higher education and supports the philosophy of equal access to information and education, are limited in our country. In this thesis, the situation, production, sharing, reusability, quality, sustainability of Open Education Resources in higher education within the scope of Information and Records Management, and copyright and intellectual property rights on the subject are discussed. The study was prepared based on the attitudes of the university lecturers working in the Information and Records Management departments, which is one of the leading fields in the dissemination of the philosophy of openness in our country, towards Open Educational Resources. Questionnaire and interview techniques were used in the data collection process of the study. The questionnaire was sent to the lecturers working in the Information and Records Management departments of 11 universities via e-mail. Following the survey implementation, semi-structured questions were directed to the experts selected among the participants and interviews were conducted. The data collected in both stages were evaluated together, and the results and recommendations of the research were presented. As a result of the research, it was determined that the attitudes of the lecturers working in Information and Records Management about Open Educational Resources were generally positive.
